ABOUT THIS POSITION

The Aviation Department manages and operates the Phoenix Airport System which consists of Phoenix Sky Harbor International Airport, Deer Valley Airport, and Goodyear Airport. The Phoenix Sky Harbor International Airport has consistently been ranked as one of the top ten busiest airports in the nation. Serving more than 125,000 passengers daily, with over 1,200 flights per day, the airport has a total economic impact of more than $44 billion per year.

The Aviation Public Safety and Security Division is seeking a Public Safety Special Projects Administrator to provide strategic direction and oversight for the Department's Airport Security Badging and Airport Security Regulatory Compliance programs. This position is responsible for leading and managing the Airport's Security Badging Office and Security Regulatory Compliance teams. This role is also responsible for ensuring compliance with Federal, State and Local regulations and industry best practices. This role will collaborate with external agencies including the Federal Aviation Administration and Transportation Security Administration, among others.

The Public Safety Special Projects Administrator will:
  • Lead the Airport Security Badging and Airport Security Regulatory Compliance programs.
  • Ensure compliance with Federal regulations and industry best practices.
  • Work collaboratively to build relationships across the Airport community.
  • Act as a liaison with all internal and external airport stakeholders.
  • Directly supervise the Airport Security Badging Office Manager (Aviation Supervisor III), the Airport Security Regulatory Compliance Manager (Aviation Supervisor III), one Administrative Assistant I, and one Administrative Aide.
  • Provide management and support for the Airport Security Compliance Supervisor (Aviation Supervisor II) who is responsible for preparing and monitoring airport security programs, policies, and training.
  • Provide management and support for the Airport Security Supervisor II - Adjudications, Airport Security Supervisor II - Badging, and the Airport Security Badging Office team including two Aviation Security Supervisor I's, 12 Airport Access Agents and contracted support staff.
  • Manage the Airport's Contract Security contracts and ensure their compliance with all regulations and City requirements. Currently there is one vacancy in the Public Safety and Security Division of the Aviation Department.

  • Demonstrates ability to work independently and manage workloads effectively, meeting all deadlines and project requirements.

SALARY

Pay and Hiring Range: $102,544.00 - $133,307.20 annually .

Pay Range Explanation:
  • Pay range is the entire compensation range for the position classification.
  • Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
  • The City contributes 9% of salary into 457/401(a) plans with no matching required. $4,200/annual car allowance and $1,440/annual cell phone allowance.

MINIMUM QUALIFICATIONS

  • Five years of progressively responsible experience in public administration and research, or construction management.
  • Bachelor's degree in public or business administration, government management, architecture, engineering, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Experience in managing multiple, multi-million-dollar contracts for airport security services.
  • Experience in reading, understanding, and ensuring compliance with regulatory requirements.
  • Experience in monitoring regulatory changes as they occur, updating policies, procedures, and training to always maintain compliance.
  • Experience in the development, implementation, and management of a complex security program in a large-hub commercial aviation or similar environment.
  • Experience in the development, implementation, and management of a complex badging office program in a large-hub commercial aviation or similar environment.
  • Experience working with numerous airport stakeholders such as airlines and concessionaires and with outside agencies like the Federal Aviation Administration and Transportation Security Administration.
  • American Association of Airport Executives - ACE, CM, and/or AAE designations.
