Job Description
Central Virginia Community College is located in Lynchburg, Virginia, in view of the Blue Ridge Mountains. CVCC is a comprehensive two-year institution of higher education with an enrollment of approximately 5,000 students in occupational/technical programs and university-parallel/college transfer programs.
The Project Manager for the Strengthening Community Colleges (SCC) grant program will be responsible for overseeing the day-to-day operations and ensuring the successful implementation of Central Virginia Community College's Accelerated Advanced Manufacturing Pathway and Learning (AAMPLify). This is a 4-year, restricted, grant-funded project that will provide skilled workers for in-demand positions in the Advanced Manufacturing sector in the Greater Lynchburg Region by enhancing existing programs and leveraging relationships and regional opportunities to coalesce in a dynamic workforce training and development project, Accelerate Advanced Manufacturing Pathways and Learning (AAMPLify). This individual will report to the associate vice president of professional and career studies and will serve as the primary point of contact for the Department of Labor (DOL) and will work closely with college staff, industry and education partners, and other key stakeholders. The role involves managing grant compliance, performance reporting, and providing leadership in team building and partnership development.

Key Responsibilities:
Grant Management & Compliance:
- Ensure adherence to the guidelines outlined in the Funding Opportunity Announcement (FOA), the Statement of Work (SOW), and other DOL documentation.
- Oversee the completion of quarterly progress reports and other required documentation as part of the DOL's reporting system.
- Ensure compliance with all financial and administrative management responsibilities associated with the grant.
- Review and maintain an understanding of all grant terms and conditions, amendments, and any policy clarifications.
- Ensure participation in performance reporting webinars and training sessions.
- Coordinate the third-party evaluation of the grant, ensuring timely submission of deliverables and compliance with all evaluation requirements.
Leadership & Team Building:
- Supervise coordinators for Career Services, Career and Technical Education, and Work Based Learning.
- Establish and lead regular meetings with key staff involved in grant implementation
- Foster collaboration and communication among team members, industry partners, and stakeholders.
- Convene monthly meetings with industry partners to ensure that the program aligns with their needs and expectations.
- Facilitate communication and collaboration with the DOL's Federal Program Officer (FPO) and Technical Assistance (TA) coach to ensure alignment with the scope of work and grant objectives.
Performance Management & Reporting:
- Monitor and track grant performance, ensuring that all targets and outcomes are met.
- Work closely with college staff and partners to collect and submit data required for performance reporting.
- Review quarterly narrative reports and performance outcomes, ensuring compliance with reporting requirements.
- Participate in training and webinars related to performance management and reporting on WorkforceGPS and other DOL platforms.
Partnership Development & Engagement:
- Cultivate and maintain strong relationships with community colleges and industry partners to promote collaboration and ensure program success.
- Ensure industry partners are consistently engaged and informed of grant activities and outcomes.
- Work closely with partners to develop strategies for the effective delivery of workforce development initiatives.
Learning & Professional Development:
- Participate in learning opportunities, such as webinars and peer learning calls, offered by DOL and other grantees.
- Utilize the resources provided by DOL's online platforms, including SkillsCommons, College Connections, and other tools, to improve program delivery and performance.
- Stay informed about best practices, strategies, and emerging trends in community college programs and workforce development.
Special Assignments

KSA's/Required Qualifications
- Master's degree in a relevant field (e.g., Education, Business, Public Administration, or a related discipline).
- Experience in project management, particularly in managing grant-funded programs.
- Strong knowledge of grant compliance, financial management, and performance reporting.
- Ability to work collaboratively with multiple stakeholders, including college staff, industry and education partners, and DOL representatives.
- Excellent written and verbal communication skills.
Additional Considerations
- Experience with federal grant programs, especially in the context of workforce development.
- Previous experience working on Strengthening Community Colleges Grant (SCC) or similar workforce development programs.
- Familiarity with DOL's systems, including WorkforceGPS and other online portals for training and resources.
