Summary
Under general supervision the GIS and Asset Management Specialist will develop, maintain, and support the citywide asset management program using OpenGov Asset Management Software (Cartegraph). This position focuses on implementing and sustaining an effective GIS-based asset management system.

Essential duties and responsibilities may include, but are not limited to, the following:
  • Lead and support the implementation and operation of Cartegraph software for citywide asset management; administering user accounts, data configuration, and system updates.
  • Establish and maintain asset inventories, hierarchies, and condition assessments to inform maintenance and capital planning.
  • Perform risk-based analysis of city assets, including lifecycle cost evaluations and performance metrics.
  • Collaborate with Public Works staff to integrate asset data into workflows and decision-making processes.
  • Maintain and update GIS datasets and geodatabases related to city infrastructure.
  • Configure and manage GIS applications, web maps, and dashboards to support asset management initiatives.
  • Perform quality assurance/quality control (QA/QC) on spatial and non-spatial datasets.
  • Develop cartographic products and visualizations to communicate asset data and program outcomes.
  • Provide training and technical support to Public Works staff on using Cartegraph and GIS tools.
  • Document workflows, procedures, and metadata to ensure program sustainability.
  • Act as a liaison between the Public Works and GIS teams to align system functionality with operational needs.
  • Coordinate and conduct data collection, including physical inspections and condition ratings of city assets.
  • Analyze and interpret asset data to recommend maintenance priorities and capital improvements.
  • Develop reports, presentations, and other documentation to support asset management planning.
  • Monitor system performance and recommend enhancements to improve functionality and efficiency.
  • Coordinate with vendors and consultants as needed to maintain and improve the asset management system.

Qualifications

Education, Training, and Experience Guidelines
Bachelor's degree in GIS, Geography or related field AND five (5) years of experience in GIS, asset management or related field. Experience working for a municipality is preferred.

Knowledge, Skills and Abilities
Knowledge of:
  • Applicable local, State, and Federal laws, codes, regulations, and ordinances.
  • ESRI ArcGIS software suite and enterprise geodatabases.
  • Asset management systems such as Cartegraph or similar platforms.
  • General office policies, procedures, and equipment.
  • Customer service principles, practices, and etiquette.
  • Records maintenance and retention policies and procedures.
  • Cartography and GIS principles.
  • Drafting and surveying concepts and terminology.
  • Relational database management design and development.
  • GIS related software and equipment.

Skill in:
  • Reading and accurately interpreting maps.
  • Interpreting and analyzing geospatial data.
  • Maintaining accurate records and filing systems.
  • Interacting tactfully and professionally with City staff, outside agencies, and the public.
  • Organizing and prioritizing tasks to meet deadlines.
  • Completing multiple tasks simultaneously.
  • Typing and entering data with speed and accuracy.
  • Preparing clear and concise communications, reports, and technical documents.
  • Analyzing complex issues and implementing appropriate responses.
  • Establishing and maintaining cooperative working relationships.
  • Communicating effectively verbally and in writing.

LICENSE AND CERTIFICATION REQUIREMENTS

A valid WA State driver's license is required.

GIS Professional (GISP) certification preferred.
