SUMMARY OF POSITION
Under general supervision, the purpose of the position is to support, supervise, assign, review and participate in the work of code compliance staff responsible for performing code inspections; enforcing city codes and ordinances, development and training of assigned inspection staff and performing a variety of technical tasks relative to assigned areas of responsibility. Employees in this classification perform supervisory and related code compliance field work.

MINIMUM QUALIFICATIONS
Any work related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute.
Bachelor's degree from an accredited college or university required with major coursework preferred in environmental code, public health or closely related field; supplemented by three (3) years previous experience in direct supervision of staff, strong leadership, customer service, teamwork, and problem solving/innovation skills and abilities.
Certified as a Registered Code Enforcement Officer by the Texas Department of Licensing and Regulation. (TDLR) or the ability to obtain certification within 6 months.
Certified by the International Code Council (ICC) as a Property Maintenance and Housing Inspector and a Zoning Inspector within 12 months of employment.

Tasks involve the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (12 - 20 pounds). Some tasks require visual, sound, depth, and odor perception and discrimination and the ability to communicate orally.
WORK ENVIRONMENT
Tasks may risk exposure to extreme heat/cold or extreme weather conditions.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Assists the Code Compliance Manager with strategic initiatives and helps to shape division policies.
- Serves as a critical member of the departmental leadership team and assumes the associated leadership responsibilities of that position.
- Plans, prioritizes, assigns, supervises and reviews the work of Code Enforcement staff responsible for providing code inspections on residential, and vacant property, for compliance with city codes, zoning ordinances and other applicable property use and maintenance regulations. .
- May assume supervision of commercial and multi-family code enforcement staff in the manager's absence
- Initiates, oversees and reviews inspections and investigations; ensures compliance with codes and regulations; enforces and oversees proceedings.
- Assists in the selection of Code Enforcement staff; identifies training needs and provides coaching and training or coordinates staff training. Provides timely and accurate performance feedback and administers performance reviews for supervised employees.
- Researches analyzes and defines environmental code concerns in the community, and recommends, develops and oversees resolutions to meet needs.
- Prepares various reports, make public presentations including matters pending Boards and Commissions. Provides expert testimony during court hearings and board meetings. .
- Recommends and participates in the implementation of goals and objectives; establishes schedules and methods for providing code inspection services; implements policies and procedures.
- Responds to and resolves sensitive and/or controversial inquires and complaints.
- Available to handle after-hour assignments when needed.
- Attends meetings to advise neighborhoods of available staff support.
