Purpose of Classification
The purpose of this classification is to provide supervisory, administrative, and professional project management services involving the design, budgeting, bidding and implementation of construction activities for capital improvement projects. Provide administrative and technical direction for personnel and professionals in the construction, operation, and maintenance of all City buildings, parks, and medians and the coordination of special projects and events.

Minimum Qualifications
Must be able to work weekends and holidays and be able to respond to emergency situations arising after normal scheduled hours.

- Interviews, trains, motivate, assigns and evaluates work, and recommends disciplinary action according to established City procedures. Conducts performance appraisals.
- Supports and actively promotes the City's safety programs.
- Performs regular safety inspections or responds to citizen notification of cave-in or roadway depressions to avoid incident or injury.
- Supervises subordinate supervisors, team leaders or work crews in the construction, maintenance, and repair of streets, sidewalks and all areas within the right of ways.
- Supervises, coordinates, inspects, and participates in the planting, pruning, relocation, and removal of trees and plants on public rights-of ways, medians and at city facilities.
- Manage contracts, oversees and inspects contract work, as needed.
- Prepares specifications and estimates for contractual work and ensures that work is performed according to specifications.
- Oversees all work in progress to ensure quality, timeliness, and safety.
- Schedules preventative maintenance on a regular schedule and perform field inspections on areas serviced by contractors.
- Develops, recommends and monitors the operating budget for area of responsibility.
- Maintains inventory of necessary parts, equipment, and supplies.
- Selects materials and equipment; prepares purchase orders; determines long-term equipment replacement.
- Interprets, explains, and ensures project compliance with applicable City, State, and local codes, ordinances, resolutions, regulations, standards, specifications, policies and procedures, as well as approved construction plans; research codes, standards, technical manuals, or other resources as needed; and initiates any actions necessary to correct deviations or violations.
- Ensures compliance of assigned projects with applicable regulatory and engineering standards, such as Department of Transportation, Florida Building Code, excavation permitting, environmental impact/sensitivity, stormwater management, or other guidelines; ensures work is completed in accordance with prescribed methods/procedures and with established project schedules.
- Meets with citizen groups, community organizations, and interested entities concerning City projects as needed; conducts periodic public meetings to facilitate exchange of information, to inform/advise, or to gather information concerning construction projects. Responds to and interacts with the public concerning ongoing construction/project activities to address concerns and to ensure minimal disruption in work site areas.
- Coordinates and participates on interdepartmental project teams to ensure successful project/program completion and consideration of cross-departmental project aspects, such as installation of irrigation lines/systems, modification of water and wastewater lines/systems, traffic diversion, or other activities.
- Provides information, assistance and technical expertise concerning construction projects, requirements, and related issues to contractors, developers, and property owners; responds to questions, concerns, or complaints and initiates problem resolution; discusses problem areas with property owners, property managers, contractors, or other departments; provides technical assistance and consultation to other City departments.
- Compiles or monitors various administrative/statistical data pertaining to division operations; performs research; makes applicable calculations; analyzes data and identifies trends; prepares/generates reports; maintains records.
- Prepares or completes various forms, reports, correspondence, technical opinions, engineering plans, master plans, computations, budget documents, performance appraisals, or other documents.
- Receives various forms, reports, correspondence, architectural plans, master plans, engineering plans, computations, budget documents, invoices, requests for payment, technical codes, ordinances, regulations, specifications, standards, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

- Coordinates or conducts special projects/assignments as needed.
- Supervises, directs, and evaluates assigned staff, addressing employee concerns and problems, directing work, counseling and managing employee performance; prepares work schedule and payroll; selects and manages engineers and architects on construction work.
Minimum Qualifications
- Bachelor's degree in Horticulture, Forestry, Landscape Architecture, Construction Management, Civil Engineering, Environmental Engineering or related field, supplemented by five (5) years previous experience in the assigned area; and
- Must possess and maintain a valid State of Florida Class B Commercial Driver's License (CDL).
- Must possess five (6) years of leadership experience related to beautification, landscaping, streets maintenance, or related field.
Must be able to work weekends and holidays and be able to respond to emergency situations arising after normal scheduled hours.
PREFERRED QUALIFICATIONS
- Licensure/registration as a Project Management Professional (PMP).
- Relevant professional credential, certifications, or registration.
- Experience in a higher education setting.
- Demonstrated knowledge of maintenance management software.
