Job Responsibilities

The person in this position will collaborate with design professionals, educational consultants and district personnel in reviewing the construction and renovation of school facilities and in the development and maintenance of facility standards and best practices. Review and approve schematic, design development, and final construction plan submittals from design professionals for compliance with laws, regulations, and codes. Issue the subsequent School Building Permits for projects complying. This would include the review of more complex projects or highly technical functions within a specialized discipline. Offer code interpretations and evaluate alternate code compliance means and methods. Review correspondences and change orders during construction. Inspect existing facilities and new school construction for compliance with laws, regulations and codes. This would include the inspection of more complex projects or highly technical functions within a specialized discipline. Render code opinions to design professionals, district personnel and other regulatory parties. Authorize school buildings and other school facilities for occupancy. Inspect potential new sites for public schools and recommend approval of final selection. Provide advice and assistance with South Carolina Building Code requirements. Assist districts with evaluations and interpretations. As a Senior Engineer, assist in the training and oversight of the new engineering staff within the Office of School Facilities (OSF), as necessary, including but not limited to code interpretations, plan reviews, general questions, etc. Assist the OSF Director with office administrative functions by offering advice and recommendations for approvals and on the development of office policies and procedures. Perform other assigned duties as required by supervisor. Serve as a back-up to the Director of the OSF in their absence or as required by the Director. Assist (respond, research, etc.), as required, in a timely manner, with the daily phone calls, emails, questions (internal and external), and any other requests received by the OSF Director. Assist with revisions to the South Carolina School Facilities Planning and Construction Guide, and to the South Carolina Office of School Facilities Policy and Procedures Manual. Maintain knowledge of current technology and construction methods as it applies to design, systems and facilities engineering, construction, and maintenance as well as codes and other applicable state and federal laws and regulatory process.

This position is located in the Office of School Facilities.
Minimum and Additional Requirements

A bachelor's degree in engineering, architecture, engineering technology, or construction science and management, and advanced-level engineering, architectural or construction management work experience, including experience in a technical supervisory capacity.
Preferred Qualifications

A bachelor's degree from an Engineering Accredited University (ABET) in Engineering or Architecture; a master's degree in Engineering or Architecture and two (2) years of experience in the design and construction of educational, commercial, and/or institutional facilities; or a bachelor's degree in Engineering or Architecture and four (4) years of experience in the design and construction of educational, commercial, and/or institutional facilities. Knowledge of the various building codes, fire codes, and accessibility requirements; experience in construction plan review, inspections, and subsequent approvals to authorize construction and to allow occupancy of educational, commercial, and/or institutional facilities. Professional registration is preferred.
