Primary Purpose:
Responsible for providing leadership in the areas of talent acquisition, talent development and human resources services to assigned campuses, departments and divisions. The Director will be responsible for managing and developing processes and programs that align with and support the SBISD strategic plan. Additionally, this leadership role is responsible for recommending and implementing legally sound and effective programming to support professional, paraprofessional and auxiliary staffing and employee relations. The Director will oversee the day-to-day operations of the human resources department and assist in the administration of District personnel matters.

Qualifications/Skills:
Education/Certification/Experience:
- Master's degree from a recognized and accredited college or university required.
- Valid Texas standard principal or mid-management certification. School administration strongly preferred. Current valid certification in ILD, ILT, AEL required at hire. Current valid TTESS certificates required at time of hire.
- Two-three years Human Resources experience or campus administration experience in public schools preferred.
- Current PHR/SPHR or SHRM-CP/SHRM-SCP certification preferred.
- Understanding of the District's talent strategy as it pertains to the SBISD Strategic Plan.
- Knowledge of performance appraisals and talent reviews.
- Understanding of metrics and data that drive talent acquisition and development.
- Strong communication and public relations skills.
- Strong problem-solving skills.
- Ability to be flexible and work through challenging situations.
- Ability to develop and implement policies and procedures.
Major Duties and
Responsibilities:
Talent Management:
- Implement the district's strategic plan around recruitment, retention, onboarding, compensation and personalized professional learning.
- Develop and implement clear strategy for the District's effort to attract, hire and retain the highest quality talent for school and central office teams.
- Oversee appraisal processes and talent reviews for assigned schools and departments.
- Strategically use data and metrics to drive best practice and make decisions around talent strategy, including but not limited to talent identification, professional learning, support and compensation and promotion decisions.
- Approve hiring recommendations or prepare recommendations for the Superintendent and Board of Trustees, according to position.
- Ensure that Competency Maps are implemented with fidelity and tied to job descriptions, performance appraisal documents and talent reviews.
- Work with principals and department leads to forecast staffing needs and develop staffing plans.
- Oversee Opportunity Culture campuses and work collaboratively with campuses seeking to move toward Opportunity Culture.
- Oversee THRIVE Program work related to paraprofessional to teacher SBISD grow your own pipeline.
- Oversee Teacher Incentive Allotment (TIA) implementation and program management.
- Provide equal employment opportunities and work cooperatively with others to ensure compliance with federal and state laws and regulations.
- Assist supervisory personnel in conducting due process procedures. Direct and monitor employee performance appraisals and ensure that supervisors have proper training.
- Develop and implement procedures for the preparation and updating of staffing allocations and position control.
- Oversee substitute system and processing.
- Promote collegiality, teamwork and collaborative decision making among staff.
- Implement procedures to ensure that employees are informed of personnel policies, procedures and programs that affect them.
- Assist in communication and mediation processes for employee complaints, grievances and concerns and employee-related HR investigations.
- Oversee administration of employment contracts, salary notifications and notices of reasonable assurance.
- Work cooperatively with others to ensure compliance with state and federal regulations.
- Ensure that programs are cost effective and that funds are managed prudently.
- Assist in the development and monitoring of the annual budget for the department.
- Implement the policies established by federal and state laws, regulations and local board policy in the area assigned.
- Maintain confidentiality.
- Perform other duties as assigned.
