Description
Under general supervision from the Development Services Director, the Building Official coordinates the activities of the building inspection function.

The intent of this job description is to provide a representative summary of the primary duties and responsibilities performed by incumbents in this position.   • Oversees the Williams County permit process, including the issuance of building permits, collection of fees, and record-keeping procedures
  • Reviews and approves building plans and permits
  • Conducts inspections on new and existing properties and materials, ensuring compliance with plans, specifications, ordinances, and codes
  • Identifies and documents building violations; prepares and issues 'notices to comply' and citations; documents actions taken, conducts re-inspection, and testifies in court as required
  • Directs the work of the Fire Inspector and Building Inspectors
  • Responds to questions and complaints regarding building codes and regulations, inspection schedules, inspection results, and code compliance requirements
  • Conducts investigation and enforcement of alleged violations of building and construction laws in coordination with the Development Services Director, States Attorney, and Board of County Commissioners
  • Ensures County building codes and permit issuance regulations conform with established standards and guidelines; modifies and presents changes for approval before the Board of County Commissioners
  • Confers with and provides information to developers, engineers, architects, property owners, contractors, and the public regarding code requirements and alternatives
  • Resolves problems and complaints
  • Maintains construction and building inspection files and logs
  • Prepares reports, correspondence, and requests for progress
  • Provides support to the Planning and Zoning Commission; represents Williams County in building code and enforcement matters with other government agencies
  • Maintains confidentiality of non-public records and makes available all data and information deemed a public record by the North Dakota Century Code.

Typical Qualifications
  • Five (5) years of experience in building inspection, construction, safety inspection, or a related field
  • Must possess Building Inspector certification from the International Code Council (ICC)
  • Must possess a North Dakota driver's license or equivalent
  • Must pass a background check and pre-employment drug and alcohol screening

Supplemental Information

Special Working Conditions:
  • Exposure to variable weather conditions
  • Some work is performed on construction sites with exposure to uneven ground, loud noises, chemicals, and construction equipment


Compensation: Starting pay ranges from $47.11 to $51.82 per hour, based on qualifications and experience. Williams County pays the premium for a $25,000 term life insurance policy and $25,000 accidental death and dismemberment policy for full-time employees.

Williams County pays the premium for a Long Term Disability Insurance plan for full-time employees.

Employees who are at least 18 years of age and are working in a qualified position an average of 20 hours per week for five or more months of the year are required to participate in the North Dakota Public Employees Retirement System (ND PERS) Retirement Plan. Membership will become effective immediately upon employment.
