This position is responsible for the coordination, management, and administration of the Neighborhood and Community Services (NCS) Department's business operations for all of its Divisions. Work will involve managing and administering all required business documents for (NCS) projects; assess and manage business processes, procedures, and workflow for the Department. Work is performed under the general supervision of the Neighborhoods and Community Services Director.

Minimum Qualifications
Graduation from an accredited four-year college or university with a Bachelor's Degree in Public Administration, Business Administration, Recreation, Finance, Marketing or related field. A minimum of five (5) years' experience in Business Administration/Management, preferably for a governmental agency.
Knowledge of business, English, and spelling, general accounting, , and business operations processes. Knowledge of City government procedures and operations. Perform mathematical computations, understand procedures and contracts, communicate effectively orally and in writing. Organize work, meet deadlines, and re-organize problems. Access, input, and retrieve
information from a computer Ability to prepare complex reports and spreadsheets. Ability to work after
normal work hours. Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience. Ability to communicate effectively in oral and written form. Ability to adapt to an evolving and continually improving environment. Requires demonstrated ability to utilize personal computer and office software such as MS Word, MS Excel and electronic mail.

Essential Job Duties

- Conduct on-going assessments and analyses of (NCS) business operations functions to implement process enhancements for the Department and makes recommendations.
- Evaluate, develop, and implement effective and efficient inter- and intra-departmental business operations workflow processes and procedures.
- Creates, schedules and coordinates the implementation of employee training and leadership/management development programs; maintains and audits training records
- Administers online registration for training courses; assists in sourcing and acquisition of training equipment
- Creates department processes, procedures and work instruction manuals
- Monitors and tracks continuing education courses and hours; assists with budget narrative preparation for training funding
- Participates in formulation, preparation and control of the department operating budgets.
- Assess the Department's procurement procedures to implement controls that will improve efficiencies in the process and coordination with the Purchasing Department.
- Prepare and process Commission agenda items and City Manager approval items for NCS Department.
- Communicate with outside firms/companies, vendors, and outside governmental agencies regarding the administration and processing of contracts involved with (NCS).
- Work collaboratively with the City's Finance Department, Purchasing Department, City Clerk's Office, and City Attorney's Office in administering (NCS) business operations of its projects.
- Track and monitor the status of pending items for (NCS) contracts.
- Perform grant research and writing; assist with public records requestUse a monitoring system to process and track original agreements and contracts for NCScontract management.
- Track legislative initiatives
- Perform all functions and responsibilities according to the, Palm Beach County Code of Ethics and Florida State Statutes 112.313.
- Fosters positive employee relations and employee morale on a City-wide basis.
