Position Summary
Under the direction of the Director of Population Specific Services, the Program Manager will oversee the development and management of opportunity adult workforce services, training programs and sub-recipient contracts. This includes both private and publicly funded programs, such as those under the Workforce Investment & Opportunity Act (WIOA). The role focuses on aligning adult services programs with SDWP's goals to improve employment, education, and support services for individuals facing employment barriers. The Program Manager will collaborate with county, community organizations, industry partners, labor organizations, training providers, and academic institutions to meet workforce development needs. They will ensure programs align with industry demands, fostering a competitive workforce for the County and City of San Diego. This role will provide direct support to the Opportunity Adult Services division, one of the identified priority populations.

Please keep in mind that the range mentioned above is the full base salary range for the role. Hiring at the maximum of the range would not be typical in order to allow for future and continued salary growth. We also offer generous benefits and retirement plans.

Essential Functions
- Oversee the execution, implementation, and management of programmatic services and special initiatives ensuring they align with organizational goals and KPIs.
- Manage programmatic staff by providing supervision, training, support and oversight of employee's performance.
- In collaboration with the Director, manage external relationships based on contractual and organizational needs.
- Implement evidence-based programming and performance-based contracting, ensuring alignment with best practices and program goals.
- Work closely with the Director to manage multiple grant funding streams from public, private, and philanthropic sources.
- Develop and maintain collaborative relationships with stakeholders in the public, private, and non-profit sectors to support program development and expansion.
- Collaborate with interdepartmental team members to ensure program delivery integrity and compliance.
- Manage sub-recipients/contractors' relationships, budget oversight, and performance monitoring to ensure compliance with SDWP policies and procedures, overseeing the team's understanding and implementation of relevant Operational Issuances.
- Accurately and timely execute service agreements and contracts as indicated by SDWP compliance and procurement policies.
- Ensure the team is trained and understands development programs, policies, procedures, public system regulations, and statutory requirements.
- Ensure the timely delivery of jobseeker support, career, and placement services.
- Continuously improve programmatic processes of contracted activities and services.
- Create systems to measure, understand, and improve program performance, efficiency, and quality.
- Develop excellence in leadership, team dynamics, and interpersonal skills.
- Empower program teams to meet goals while holding them accountable to performance metrics.
- Prepare accurate programmatic reports, progress summaries, and detailed implementation plans to achieve successful outcomes.
- In collaboration with the Director analyze and evaluate data related to performance standards.
- Conduct a structured, results-driven approach to program and training design.
- Enhance employer relationships and partnerships to benefit participants.
- Manage operational continuity resources and interdepartmental services.
- Responsible for the strategic execution, implementation, and management of evidence-based case management models such as Individual Placement Service model that can be replicated across organization.
- Perform other duties as assigned.
Job Requirements
- Experience and knowledge of CalFresh, CalWORKs, SSI, and other county/state benefit programs.
- Experience working with community-based organizations focused on serving adults.
- Experience in facilitation of adult workforce development programs, established industry networks, and general knowledge of labor market trends.
- Bachelor's degree in business management, or related field.
- Three to five (3-5) years' supervisory or managerial experience.
- Three to five (3-5) years' direct exposure managing workforce initiatives and training programs.
- Strategic and operational planning, decision making and execution of programs.
- Understanding of State and Federal laws and regulations related to workforce development training programs funding.
- Excellent attention to detail and creative problem-solving skills.
- Excellent organizational and proficient communication skills.
- Proven ability to maintain confidentiality and handle sensitive situations with solid judgement.
- Visionary leadership, adaptability, and creativity.
- Managing and oversee a team of direct reports.
- Computer proficiency, particularly with the Microsoft Office suite, including Outlook, Word, Excel and PowerPoint.
