Subject Matter Experts ( DSCA)

DSCA SMEs assist military and government Service personnel in the planning, coordination, synchronization and execution of live, virtual and constructive training, classroom training events as well as individual and collective training support programs designed to prepare key leaders, individuals, units, and staff/headquarters elements to perform their mission, successfully plan, coordinate, and execute DSCA operations according to established principles. Personnel shall have the ability to use standard systems employed in the development of HD and DSCA missions, which includes CRE missions, to include Google Earth and Microsoft Office (PowerPoint, Word, and Excel) products.

Duties: Provide instruction and facilitate discussion regarding the following:

• Planning, coordination, and execution of disaster response operations.
• Policy guidance for Federal, State and Local responsibilities in the disaster response environment.
• Introduction to National, State, and Local statutes, plans, command and control relationships and capabilities for response to domestic emergencies.
• Civil disaster operating environment (Federal, State and Local) and the DOD's role and responsibilities as a supporting agency.
• National Response Framework, National Incident Management System, National Planning Scenarios, National Preparedness Goals, and the Universal Task Lists.
• FEMA roles and capabilities for a federal disaster response.
• The role of the Federal Coordinating Officer when responding to disasters and emergencies.
• In the absence of a FEMA National Briefer during a DSCA Phase II Course, will be prepared to conduct the FEMA Roles and Responsibilities brief.

Basic Qualifications:

• Served as a FEMA Federal Coordinating Officer (FSO) for multiple national level disaster response operations
• Working knowledge of MS Office products (Outlook, Excel, Word, and PowerPoint)
• Working knowledge of Google Earth
• Must be a US citizen with a Secret or higher security clearance
• Good oral and written communications skills
• Ability to effectively deliver presentations
• Good interpersonal skills
