Preferred Qualifications:
Bachelor's Degree in Statistics, Business, or a related field required; supplemented by three years to include one year lead experience in statistical and data analysis, sampling and surveying activities, or conducting quantitative and qualitative research (experience writing grants, monitoring budgets, and contract compliance preferred); or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Purpose of Classification:
The purpose of this classification is to monitor specific programs, operating procedures, and business practices, including providing recommendations for program improvements and increased operational efficiency, conducting research on specific programs, and performing qualitative and quantitative data analysis. Make recommendations regarding program improvements and operational efficiency, advises departments in formulating program goals, objectives, and strategies in addition to developing and designing performance indicators to measure the achievement of program goals and objectives.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Researches and analyzes specific programs, operating procedures, and business practices of assigned department(s) and makes recommendations for program improvements and increased operational efficiency.
Monitor the activities of sub-recipients to ensure that the sub-award is used for authorized purposes, and is in compliance with department specific requirements, ensure performance goals and objectives are achieved, perform comprehensive and standardized programmatic site visits monitoring compliance and progress of sub-recipients.
Provides general advisory services to departmental administrators in the areas of budget, finance, management, systems analysis, procurement, industry and market research, program planning, strategic planning, and organizational development, conducts institutional research and development and identifies funding sources, ensure sub-recipients expend their awards in accordance with approved budget, identify funds projected to be unexpended in a timely manner, reviews, analyzes, and develops programs.
Reviews Reports for accuracy and completeness, record, expenditure report received by department , review all supporting documentation for accuracy and completeness as it relates to processing monthly invoices, ensure budgets and expenses conform to federal cost principles for cost-reimbursable grants, collect and compiles financial and performance data.
Develops evaluation design and data collection instruments, collects and analyzes data, writes reports, and report findings to support recommendations, write grant applications, perform chart reviews of client's medical records to ensure documentation as required by the Federal Government (HRSA) is in place to verify client's eligibility to receive funding.
Provide quarterly and monthly reports for completeness and correctness, review quarterly and monthly spend plans submitted by each sub-recipient, review documents such as Program Income (collections, 3rd party payers), and Client Satisfaction Survey Results, performs qualitative and quantitative data analysis in support of program evaluation.
Provide technical assistance, prepare PowerPoint presentations on completing applications for funding, provide assistance regarding budget adjustments, provide technical assistance on phone, email or site vists, provide technical assistance on additional funding awards and sweeps of funds due to non-usage, address questions and concerns from sub-recipients.
Conducts special projects and studies for managers and officials.
