Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Duties
What you will work on
- Assign, direct, and evaluate work and assignments to ensure quality processes and procedures are met.
- Forecast, plan, and recommend appropriate staffing levels to support current and future systems.
- Lead and/or participate in recruitment and retention efforts e.g. interviews, hiring, employee onboarding.
- Coordinate and oversee staff daily activities by mentoring and providing guidance on System Analysis work.
- Resource planning to support agency initiatives and projects including planning, assigning, and directing work that aligns with customer priorities.
- Apply technical analytical skills and knowledge to analyze and evaluate processes, system changes and issues and identify and resolve operational problems with high risk or impacts to customers.
- Maintain a deep awareness of how various business operations work. Demonstrate IT fluency across the organization with a clear understanding of how different IT products are related, interface with and connect to each other.
- Analyze impacts of complex and critical system malfunctions/failures; analyze and assist with determining root cause, including application of business rules, workflow issues and internal/external interfaces.
- Execute contingency plans in the event of system outages. Provide recommendations to eliminate future occurrences.
- Obtain knowledge of new technology to provide ongoing support after implementation.
- Provide technical support to business partners that request enhancements, maintenance, or issue resolution with current applications or processes.
- Obtain a full and clear understanding of the business needs, issues, cycles, processes, tools, technology, and expectations needed for the business to meet their objectives with an ability to adapt to any situation.
- Recommend processes or system improvements on how to best solve business needs, issues, or opportunities, including risk, and impacts to the systems. If system improvements are approved, supports, maintains, and participates in enhancing the mission critical applications.
- Perform production validation, verifies, and validates code, and data fix changes.
- Execute software tests and perform regression testing of applications on an as needed basis when there is a critical need.
- Review test results for quality assurance and confirm acceptance criteria are met for user acceptance testing.
- Participate in team huddles, triage meetings, and sprint planning as a subject matter expert and consultant.
- Develop and maintain application documentation, user manuals, FAQ's, user procedures, etc. for enterprise applications.

Required Qualifications:
- Eight (8) years of recent information technology related experience in one of the following:
- Analyzing systems and data, consulting and providing customer, end user.
- Or technical support for enterprise applications.
- Or information technology experience such as troubleshooting applications, analyzing, designing, installing, maintaining.
- Or programming computer software applications, data, hardware.
- Or telecommunications, network infrastructure equipment providing business and systems analysis, project management, leading/supervising IT resource.
- Or providing customer or technical support in information technology.
- Advanced education in computer science, information technology, or related field may substitute. *Two years of additional relevant experience or equivalent industry certifications, can substitute for the advanced education.
- Demonstrate technical knowledge around application/system development lifecycle, including the research, design, development, and testing of computer software to business customers. Demonstrate general understanding of software systems.
- Two (2) years of experience leading or supervising. *Experience can be gained concurrently.
- Proficient in Microsoft Office products such as Excel, Visio and Word.
- Excellent written and verbal communication skills.
- Ability to disseminate information and instruction.
- Excellent leadership, facilitation, and interpersonal skills.
- Ability to multi-task; provide high level support for more than one project at a time.
