The Washington State Department of Corrections Reentry team is seeking a highly motivated and collaborative leader to join the Education Services unit as the Education Services Administrator! This role is responsible for the strategic direction, overall management, and expansion of all education services provided to incarcerated individuals to support educational goals, workforce development, and the successful reentry into the community.
Through partnerships between DOC, the Washington State Board for Community and Technical Colleges, colleges and universities, and private partnerships, Washington's correctional education system provides opportunities for incarcerated students to earn a high school equivalency, learn high-wage and high-demand workforce skills, and earn postsecondary certificates and degrees. As the Education Services Administrator, you will collaborate with internal and external partners to direct, monitor, and approve education pathways, to include contract and budget management, compliance and reporting with state and federal educational standards, and performance evaluation.
This dynamic role administers department policies related to incarcerated individuals' education programs and provides department supervision over 225 contract staff, including Education Deans/Directors, instructional staff, and administrative staff. We are searching for a candidate who will provide leadership and represent the education services for the department, including on interagency committees, by acting as a liaison with contracted providers, in legislative matters and more.

As an Education Services Administrator, some of your duties will include:
- Establishing, directing, monitoring, and planning for incarcerated individuals' education services within the Department of Corrections statewide to include:
- Developing a shared objectives, and outcomes, and track progress with all education partners.
- Managing all education services, including adult basic education, vocational, pre-apprenticeship, and postsecondary academic programs that address criminogenic needs and life-skills programs of the diverse population under the jurisdiction of the department
- Leading the development in a request for proposals to identify the desired scope and content of interagency agreements and/or contracts between the department and educational service providers that include efficient use of resources to deliver education services, including contract budgets
- Developing, managing, and evaluating correctional education information systems for comprehensive data collection which could look like:
- Coordinating and reviewing tracking systems for correctional education programs, tracking data, and maintaining data quality in coordination with college partners and interagency contracts
- Effectively communicating the results of the education services program and making recommendations to improve outcomes using quality data and information systems
- Developing, modifying, implementing and monitoring compliance of policies relating to the provision of adult basic education, vocational, pre-apprenticeships, and postsecondary academic degree programs including:
- Representing the department in legislative matters concerning incarcerated individuals' education and coordinating and composing reports to the Legislature as required.
- Implementing new postsecondary programs as directed to include oversight and accessibility of state and financial aid resources for incarcerated students in alignment with the U.S. Department of Education rules and requirements
- In coordination with the Education Services Manager and Education Psychologist, establish and maintain a process for identifying and assessing incarcerated individuals with learning disabilities, traumatic brain injuries, and other cognitive impairments to determine whether the person requires accommodations to effectively participate in educational programming.
- Completing legislative report(s) in coordination with the State Board for Community and Technical Colleges, colleges and universities, public four-year institutions, the WA Student Achievement Council, and the Washington statewide Reentry Council.
- Serving as a member of the Governor's Adult Education Advisory Council, as well as representing the department through interagency committees and various task forces as needed.
Qualifications

- A bachelor's degree involving major study in the areas of Social Sciences, Criminal Justice, Education, Public Administration, or a closely related field from an accredited college or university whose accreditation is recognized by the U.S Department of Education and the Council of Higher Education Accreditation (CHEA).
AND
- A minimum of five (5) years of experience administering programs at the state level, corrections, or within higher education institutions with a demonstrated record of effective supervisory skills, strategic planning, and program management and evaluation.
AND
- A minimum of five (5) years of experience in successful contract administration, specifically understanding processes and rules governing interagency, personal, and client service contracts including budget monitoring.
OR
- A high school diploma/GED

- Excellent communication skills, both orally and in writing.

- Working knowledge of RCWs, WACs, department policy, federal law, the legislative process, case management, and incarcerated individuals.
- Demonstrated record of proficiency in developing culturally competent educational programs along with success in staffing, collaboration, and performance management with a diverse team and clientele.
- Understanding of trends in education in corrections, including the reinstatement of federal financial aid.
- Skills related to planning, analyzing, and monitoring budgets. Skills in negotiation and persuasion.
