Job Summary
Directs the activities of various divisions within the public works sector. These divisions include County highways, building services, engineering services (capital improvement program project management, development & plan review, MS-4 stormwater management), solid waste & recycling, transportation (airport operations, transit services, vehicle maintenance, non-public school bus transportation, metro mail services), construction and inspections, and administrative functions.Directs, coordinates, and assesses the work of subordinate staff to facilitate the achievement of departmental goals and objectives; works under the general direction of the County Administrator with a wide latitude for independent action and judgment; The Director is evaluated based upon contribution to the efficiency of the Department and the effectiveness of program goals and objectives. Performs other duties as assigned.
Essential Functions
Develops, in conjunction with the County Administrator, comprehensive long and short-range strategies designed to achieve County and departmental goals and objectives (i.e., Transportation Plan, Asset Management, Coastal Resiliency, Stormwater Management, Solid Waste Management & Recycling and Debris Management Plans); Overseas, and provides technical management for all operations, activities, and programs within the assigned department; Formulates and enforces policies and procedures governing the administration of various county administered programs; Acts as a liaison between Federal, State, and Local Governmental agencies whose policies, laws, regulations, and directives impact upon departmental and County activities, operations, projects, and programs; Analyzes technical performance reports, correspondence, and contracts; reviews, evaluates, and makes recommendations regarding areas of responsibility; Develops comprehensive budgets and cash flow projections based upon approved programs, resource parameters, technological enhancements, and County policies and procedures; exercises internal fiscal control; reviews capital and asset proposals and contracts; Increases professional knowledge through attending workshops and conferences, participating in professional associations and activities, and reading professional and local publications; Plans major construction, surfacing and maintenance program for County highways; Aids County Boards, commissions, committees, etc., in the planning, design, construction and inspection of specific projects; Member of the Hazard Mitigation Board, Calvert-St. Mary's Metropolitan Planning Organization, Tri-County Council Road Infrastructure Advisory Committee, and Tr-County Council Bicycle Infrastructure Advisory Committee; Directs the enforcement of County's Stormwater Management, Grading, Erosion and Sediment Control and Road Ordinances and MS4 permit oversight; Performs other duties as assigned.
Required Knowledge, Skills, and Abilities
Ability to gain advanced knowledge of St. Mary's County Government policies and procedures; Ability to act as a representative of St. Mary's County Government to the public and speak for the Department in public meetings; Ability to work with the Division Managers to deliver tasks and programs established by the Commissioners of St. Mary's County for the citizens of St. Mary's County. Advanced knowledge of the principles, practices, and procedures of administrative management, and the ability to interpret them to the staff and the public; Extensive knowledge of governmental fiscal policies, procedures, and legal mandates including the budget process; Extensive knowledge of modern research and investigative techniques and procedures; Extensive knowledge of the laws, statutes, and ordinances of the State of Maryland and St. Mary's County; Ability to keep the County Administrator and all relevant parties informed of all major issues and programs and to recommend changes as appropriate; Ability to supervise, plan, and coordinate the work of diverse staff to accomplish departmental goals and objectives; Ability to review, evaluate, and initiate appropriate action on technical and legal reports, contracts, and documents concerning departmental matters; Ability to establish and maintain effective working relationships with county officials, associates, subordinates, representatives from other agencies, and the public; Knowledge of electronic resources, including the Internet and database information retrieval; Ability to operate relevant computer systems, including hardware and software; Knowledge of theory, principles, practices of engineering, and engineering methods.
Education and Experience
Bachelor's degree in civil engineering or related field; Master's degree or qualification in Planning, Business Administration and/or Public Administration preferred; Seven to Ten years or more of progressively responsible related experience, to include considerable experience in a supervisory/managerial capacity and with project management.
Additional Requirements:
Professional Engineer in the State of Maryland. Background investigation with favorable results. St. Mary's County residency within 180 days of hire.
