Office of the Chief Operating Officer, Contract Management Team, is recruiting for an enthusiastic and talented individual for Program Manager I to join our team. What You'll Be Doing
This is a non-supervisory position responsible for developing solicitations, including Requests for Proposals (RFPs), Invitations for Bids (IFBs), Informal and Open solicitations. The role involves creating new contracts, executing contract amendments and renewals, and managing all tasks related to the assigned service areas. In addition, the role is responsible for planning, writing and managing the entire solicitation work and process for the assigned HHS service area which may include conducting site visits during pre-bid conference(s).
Additionally, the position is responsible for obtaining necessary insurance requirements and approvals from the County's Office of Risk Management. The individual will also maintain and update contract database tracking tools to ensure timely completion, accurate reporting, and proper documentation of contract activities.
As the primary liaison between the Health and Human Services (HHS) Contract Management Team (CMT), the Office of Procurement, the County Attorney, and the assigned program service areas, this role will provide technical expertise and guidance to program staff. The position will serve as the subject matter expert on contract-related matters for the assigned service areas and may conduct contract training sessions for program monitors as needed.
Minimum Qualifications
Education: Graduation from an accredited college or university with a Bachelor's Degree.
Experience: Considerable three (3) years of professional experience in contract management, which may include project/program/grant management, research and development of contracting processes, or contract administration.
Equivalency: An equivalent combination of education and experience maybe substituted.
Preferred Criteria, Interview Preferences
Preference for interview will be given to qualified candidates with experience in the following areas. Please be sure to include relevant experience in these areas on your resume.
  • Experience with legal writing, including drafting and editing contracts and amendments.


  • Experience with analyzing data, preparing and developing reports and proficiency in Microsoft Office Tools.


  • Ability to manage, prioritize projects and work independently to problem-solve complex projects


  • Ability to provide concise, clear and precise information to supervisor, team members, and customers.

Leave Benefits

Our generous leave package starts with non-MLS permanent and term employees earning 15 days of sick leave and 15 days of annual leave in their first year, as well as up to three additional personal days each calendar year. Positions in MLS earn 35 days of paid time off each year. In addition, we offer all employees 10 paid holidays. Retirement Benefits

All permanent and term positions are eligible for robust retirement plans. Public safety positions are eligible for a defined benefit pension plan in which they are vested after only five years. Employees in non-public safety positions can participate in retirement plans that contribute up to 12 percent of their annual salary. All employees can also participate in a supplemental retirement plan, the 457 Deferred Compensation Plan, to contribute even more to their retirement goals.
