Hydrology & Modeling Manager (Engineering Manager I)

Location: 1594 W North Temple, Salt Lake City, UT

Work Schedule: This position may be eligible for an in-office or remote/hybrid work schedule after an initial training period during the first few months of employment. Our office is located at 1594 West, North Temple, Salt Lake City, Utah. A position's eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason. Note: Under Administrative Rule R13-4 all work must be performed within the State of Utah. As such employees should either reside in Utah or be in the process of relocating within 30 days of their start date.

Do you have a passion for contributing to Utah's water future through modeling? Are you well-organized and able to communicate technical information clearly to a lay audience? The Utah Division of Water Resources - housed within the Department of Natural Resources - is seeking an individual to lead the Hydrology and Modeling section. This important role is highly technical and offers the exciting opportunity to inform and guide the future of the state's water resources through the production of various hydrologic and other models.

Responsibilities

• Manage the personnel of the Hydrology and Modeling section.
• Assist the state in maintaining accurate past, current, and future water supply, water-use, and land-use data.
• Provide oversight and guidance in the development, operation, and application of the Division's models such as river basin models, Great Salt Lake Integrated Model, Utah Water Demand Model, Water Budget Model, and various other models.
• Provide technical input, water supply and climate data for the State Water Plan and other special studies.
• Support members of the section working on various aspects of the Great Salt Lake Basin Integrated Plan.
• Oversee hydrologic studies for dam rehabilitations.
• Manage hydrology and modeling tools and programs; direct the modeling and/or analysis of projects by establishing priorities, set goals, and develop research standards.
• Coordinate or lead program activities, services, and/or program implementation, etc.
• Regularly present final recommendations and issues directly to senior management, boards, commissions, local governments, or other bodies.
• Participate in conferences on technical improvements; reviews literature pertinent to modeling objectives, design, data-collection, and project implementation.
• Ensures compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards, and guidelines, etc.
• Provide consultation, make recommendations, give appropriate advice, and/or facilitate decisions related to public information.
• Supervise and/or lead subordinate personnel.
• Collaborate effectively with other industry professionals.

Qualifications
Required Qualifications

• A Bachelor's degree or higher in Civil or Environmental Engineering, or a closely related field OR an equivalent combination of relevant education and paid professional employment directly related to the above responsibilities.
• A Professional Engineering (P.E.) license with the State of Utah or the ability to obtain such within six months of employment.
• Familiar with the use of various programming languages to create hydrologic models.
• Proficient with various water resources engineering principles and practices.
• Knowledge of good leadership principles and the ability to motivate and oversee the work of others.
• Ability to work collaboratively with other professionals across various local, state, and federal agencies.

• Excellent organization and time management skills.
• Highly motivated to help effectively manage and preserve Utah's water resources. Excellent communication and presentation skills.
• Experience supervising others or managing a large or complex program or project.
• Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems.
• Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design and production of various goods and services.
• Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
• Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
• Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
• Considering the relative costs and benefits of potential actions to choose the most appropriate one.
• Understanding the implications of new information for both current and future problem-solving and decision-making.
• Determining how a system should work and how changes in conditions, operations, and the environment will affect outcomes.
• Using scientific rules and methods to solve problems.
• The ability to tell when something is wrong or is likely to go wrong.
