Job Description

The Director, Program Management role will play a critical role in the development and execution of the program strategy, process improvement, and product development programs fueling the agency's product and data practice. This role is focused on scaling Horizon Media's product offerings strategically to create fundamental business changes by formulating growth strategies defining standardization and process efficiencies enabling advertisers and media companies to drive better ad execution.

You will make meaningful improvements that impact users and internal stakeholders. You will lead key cross-functional projects and programs across the business, working collaboratively with senior leaders, product managers, and engineers.

You consider yourself to be adept at establishing and nurturing internal and external relationships, enabling you to drive partner strategy, and program management activities that help your stakeholders achieve their strategic and operational objectives.

Main Responsibilities:

45% Product Development/ Program Management:

  • Act as the scrum of scrums, helping to oversee a variety of projects and programs throughout the Product and Data organization.
  • Collaborate with senior leadership and product managers to shape the development roadmaps, ensure on-time project delivery, and implement internal team stakeholder feedback to meet program goals.
  • Support the development of comprehensive product requirements and user stories by collaborating with stakeholders, conducting thorough market research, and aligning with the overall product vision.
  • Identify and solve systemic problems and inefficiencies within cross functional workstreams.
  • Partner with client-facing and technical teams to create scalable, reliable, and flexible offerings.
  • Identify and minimize any gaps or overlaps in resource allocation.


35% Process Development, Improvement & Workflow Standardization:

  • Work with senior leadership, product managers, and engineers to validate product enhancement opportunities and design and implement solutions geared at delivering process development & improvements and establishing best practices to create operational efficiencies that improve top-line metrics.
  • Improving the intake business and ticketing processes for new and existing blu and non-blu request.
  • Identify and collect process-specific metrics and measures to map As-Is processes and design To-Be Processes.
  • Play a key role in the change management process, ensuring smooth transitions and user adoption of new technologies and workflows.


20% Leadership & Strategic Influence
  • Cross-Functional Leadership Support: Drive alignment between Product, Data, Engineering, and Business teams to ensure a seamless execution of product and program strategies.
  • Senior Stakeholder Management: Work closely with executive leadership to ensure strategic priorities align with organizational goals and business impact.
  • Scaling Best Practices: Establish frameworks that enable growth, including standardizing program management practices for new product initiatives.
  • Metrics & Performance Optimization: Define and monitor key program KPIs, ensuring data-backed decision-making on process development & improvements and product effectiveness.


Experience & Background:
  • 5-7 years of experience in program management, product operations, or related roles in a media, advertising, or technology-driven environment.
  • Proven track record of leading/supporting cross-functional teams to deliver complex projects, particularly in data, AI-driven solutions. SaaS-based products a plus.
  • Experience within a media agency, adtech, or martech firm is a significant advantage.


Technical & Industry Skills:
  • Strong understanding of agile methodologies, OKRs, and program management frameworks (e.g., Scrum, SAFe, Kanban).
  • Familiarity with AI-driven marketing technologies, cloud-based data platforms (e.g., Snowflake, AWS, or GCP), and data analytics workflows.
  • Hands-on experience with JIRA(required), Confluence, Monday, or similar project management tools.
  • Strong understanding of adtech/martech integrations, data pipelines, and automation tools.


Leadership & Management Skills:
  • Experience managing cross-functional teams, influencing without direct authority, and driving accountability.
  • Exceptional stakeholder management and executive communication skills.
  • Demonstrated ability to scale best practices, standardize processes, and lead change management initiatives.

Salary Range
$135,000.00 - $150,000.00

A successful applicant's actual base salary may vary based on factors such as individual's skill sets, experience, training, education, licensure/certifications, and qualifications for the role.
