Primary Duties
The Manager, Procurement is responsible for procurement, inventory control and materials management for the organization. The incumbent plans, organizes and evaluates purchasing activities including the identification of opportunities for operational improvements. The Manager provides strategic procurement management that fosters strong supplier relationships, incorporates sustainable practices, ensures regulatory compliance, and mitigates risk to supply chains and to the organization.
Major Responsibilities:
1. Provide internal customer service to all departments and develop procurement strategies aligned with organizational needs and business objectives.
2. Incorporate sustainable and ethical considerations into procurement processes to align with corporate responsibility goals and regulatory expectations for the multi utility organization.
3. Evaluate, update and maintain procurement policies, procedures and practices that align with strategic objectives and are compliant with regulatory requirements, best practices, and legislation including applicable trade agreements.
4. Build and maintain relationships with reliable suppliers to ensure consistent delivery of quality goods and services, receiving the best value and mitigating risk to supply chains
5. Implement processes to safeguard sensitive company and supplier information utilizing cyber security protocols.
6. Manage third party risk in alignment with best practices and regulatory requirements.
7. Leverage technology to streamline processes and enhance efficiencies fostering an environment of continuous improvement to optimize procurement efficiency and effectiveness.
8. Procure goods and services consistent with requirements, ensuring optimal pricing, quality and timeliness are achieved.
9. Work cross departmentally to develop bid documents and manage procurement processes through to selection.
10. Manage inventory levels, run warehouse operations, monitor and evaluate space requirements for all storage areas.
11. Responsible for facility maintenance, managing vendor contracts and coordinating work with the City of Kingston.
12. Manage PCB waste, Hazardous Waste Information Network (HWIN) registrations and waste class additions.
13. Prepare and manage departmental operating and capital budgets and provide support and guidance to departments regarding planned procurements
14. Identify training opportunities for staff and ensure adherence to corporate policies and procedures.
15. Collaborate with City of Kingston staff to leverage buying power where appropriate.
16. Engage in the recruitment of staff, establish objectives and provide regular performance feedback.
17. Foster a customer service focused team and a positive work environment and ensure transparency and consistency in dealing with staff.
Education, Certification and Other Qualifications Required
Skills and Abilities:
Intermediate MS Office skills
Advanced written and verbal communication skills
Intermediate organization skills
Advanced ability to negotiate vendor contracts
Knowledge:
Advanced knowledge of purchasing/inventory systems
Advanced knowledge of Occupational Health and Safety requirements
Experience:
Post secondary diploma in Business Administration
Purchasing and/or Supply Chain Management certification or designation preferred
3-5 years purchasing and materials management in a supervisory role
Class G drivers' licence
