Position Summary: New York City Public Schools (NYCPS) provides a clean and safe environment for its students and staff. School Facilities manages approximately 130 million square feet of floor space in over 1,300 separate sites throughout New York City, employing approximately 500 mechanics, 900 custodian engineers, and 300 other employees with expertise in the fields of facilities management, engineering, environmental health, administration, accounting, construction, planning, and project management.
The Director of Payroll, Leaves & Benefits will oversee accurate and compliant payroll processing, ensure effective administration of employee leave programs, and manage benefits enrollment and communication to support a thriving workforce. This role involves leading a team, streamlining processes to enhance service delivery, and leveraging project management tools for efficient collaboration. By maintaining regulatory compliance and prioritizing employee satisfaction, the Director plays a pivotal role in fostering operational excellence and workforce well-being. Performs related work.

Qualification Requirements:
Minimum:
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or Education and/or experience equivalent to "1", or "2" above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in "1" above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in "1" above.
Preferred
Salary : $126,054 - $149,000
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)

Responsibilities
Payroll Management
- Oversee the accurate and timely processing of payroll for all employees across the district.
- Ensure compliance with federal, state, and local payroll regulations, as well as collective bargaining agreements.
- Identify and implement improvements to payroll systems and processes to reduce errors and enhance efficiency.
- Address payroll-related inquiries and resolve issues promptly to maintain employee satisfaction.
Leave Management
- Provide oversight and ensure compliance with employee leave policies, including the Family and Medical Leave Act (FMLA), paid parental leave, and other statutory and discretionary leave provisions, while supporting the workforce well-being.
- Monitor compliance with all relevant laws and regulations governing leave programs.
- Provide guidance to employees and managers on leave policies and procedures.
Benefits Management
- Oversee benefits enrollment, administration, and compliance to ensure employees receive the support and resources needed to thrive.
- Collaborate with stakeholders to deliver high-quality benefits programs.
- Develop and maintain communication strategies to educate employees about available benefits and programs.
Additional Responsibilities
- Lead, mentor, and develop a team of payroll, leave, and benefits professionals.
- Identify and implement streamlined processes to enhance service delivery, reduce errors, and improve the overall employee experience.
- Utilize project management software such as Trello, Jira, and Microsoft Suite to improve workflows and ensure effective collaboration.

- Proficiency in NYCPS payroll systems.
- In-depth knowledge of FMLA and other laws and regulations.
- Strong understanding of employee benefits programs and compliance requirements.
- Expertise in using project management tools such as Trello, Jira, and Microsoft Office 365 Suite.
- Demonstrated ability to lead and develop high-performing teams.
- Excellent problem-solving and process improvement skills.
- Outstanding communication and interpersonal abilities to work with diverse stakeholders.
- Experience with auditing and ensuring regulatory compliance in payroll and benefits operations.
