The primary purpose of the Manager, Entity Monitoring Manager is to lead, develop, and mentor a team of auditors who focus on Registered Entities that function in the Western Interconnection with high-risk impacts. You will create direction, alignment, and commitment among all groups involved with the Electric Reliability Organization's (ERO) Compliance Monitoring and Enforcement Program (CMEP). Guided by the CMEP, you will also play a key role in risk assessment, and enforcement processing activities. Finally, you will ensure that internal processes and procedures align with WECC's strategic intent and support the CMEP. The Entity Monitoring Manager reports to the Director of Entity Monitoring and plays a key role in guiding and mentoring the Entity Monitoring team in a strategic, forward-thinking way.

The base salary range for this full-time position is $127,900-$159,900 + discretionary pay + benefits. Our salary ranges are determined by role and level. The range displayed on each job posting reflects the minimum and mid-point for the position across all locations. Within the range, individual pay is determined by additional factors, including job-related skills, experience, and relevant education or training. You will-
- Specific to Registered Entities that are considered high risk:
- Manage a team and give feedback on group processes.
- Manage compliance monitoring processes.
- Approve documents and reports with an eye to clarity and effectiveness.
- Support the Director of Entity Monitoring in applying the WECC CMEP, specifically creating and developing strategic compliance monitoring tools and processes.
- Assist Enforcement and Mitigation staff to prepare evidence for hearings, settlements, and appeals, and support or develop possible violation summaries resulting from monitoring activities.
- Provide subject matter expertise and technical support to the Enforcement department regarding security self-report assessments, mitigation plan acceptance, and verification objectives, including the review of evidence to confirm an entity's return to compliance.
- Provide subject matter expertise and technical support to Oversight Planning and Registration staff with inherent risk assessments, evaluations of internal controls, compliance oversight plans, and implement certification and monitoring for newly registered entities.
- Develop content and make presentations at WECC Reliability and Security conferences, regional working group meetings, NERC, and FERC meetings.
- Work with other Oversight managers to develop team and individual programs to increase expertise and build bench strength for the compliance monitoring department and WECC.
- Work closely with the Standards Development Feedback Team to develop WECC's position on the application of standards as they relate to mitigation of risk on the Bulk Power System.
- Evaluate and implement monitoring approaches and choice of monitoring tools or outreach in the application of standards.
- Assist in the development and revision of entity monitoring policies and procedures.
- Develop and facilitate training and materials for staff.
- Support other Entity Monitoring and compliance functions.
You will enjoy this role if-
- You hold a bachelor's degree in engineering, information technology, business administration or a related field; or an equivalent combination of education and work experience showing the ability to perform major duties.
- You have at least seven years' experience in security implementation or auditing within a regulated industry (electric utility regulatory agency preferred).
- You have extensive knowledge of NERC CIP Reliability Standards or the National Institute of Standards and Technology (NIST) cybersecurity framework.
- You have experience using data and statistical analyses to help management make appropriate and prompt business decisions.
- You understand compliance programs, risk assessment, internal controls evaluation, mitigation, and basic auditing concepts.
- You can adapt to changing environments and are a team player.
- You have strong interpersonal and mediation skills, including the ability to negotiate issues to an agreeable conclusion.
- You have excellent organizational skills and can work on many projects at once.
- You are a leader who can set objectives, execute policy, and monitor resources.
- You have excellent presentation, written, and verbal communication skills.
- You are willing and able to travel approximately 25% of the time.
