Position Summary: New York City Public Schools (NYCPS) provides a clean and safe environment for its students and staff. School Facilities manages approximately 130 million square feet of floor space in over 1,300 separate sites throughout New York City, employing approximately 500 mechanics, 900 custodian engineers, and 300 other employees with expertise in the fields of facilities management, engineering, environmental health, administration, accounting, construction, planning, and project management.

The Director of Building Workforce oversees the strategic management of the talent lifecycle for Custodian Engineers and other assigned personnel. The incumbent is responsible for leading the Building Workforce Team to handle recruitment, onboarding, retention, performance management, and Human Resources Information Systems (HRIS) administration. The incumbent ensures that all HR practices align with legal, regulatory, and organizational standards and leads efforts to support the ongoing development and well-being of Custodian Engineers and related key roles. Key Relationships: Relationship will be fostered with the senior leadership of Talent Unit and Building Unit.

Responsibilities
  • Create and enforce policies that align HR practices with legal standards, regulatory requirements, and organizational goals, ensuring confidentiality and adherence to privacy and data protection regulations, especially for Personally Identifiable Information (PII).
  • Act as the primary liaison between HR, organizational leadership, and other departments, representing talent management issues and updates while supporting regulatory compliance, resource management, and escalation of complex HR matters.
  • Serve as a primary point of contact with union representatives, city officials, and other stakeholders regarding contract compliance and employment issues affecting Custodian Engineers and related key roles.
  • Stay current on policy changes, legal updates, and organizational guidelines affecting Custodian Engineers and related key roles and communicate relevant information to all levels of staff.
  • Design and oversee recruitment initiatives to address the organization's talent needs for Custodian Engineers and key roles supporting building maintenance and management, ensuring effective sourcing and hiring practices.
  • Oversee job fairs, interview panels, and assessment centers while collaborating with HR and legal teams to ensure hiring processes meet Civil Service rules, union agreements, and regulatory standards.
  • Manage the full employee lifecycle for Custodian Engineers and related roles, from onboarding through offboarding, including the development of onboarding and training programs for seamless employee integration.
  • Implement performance management systems to standardize feedback and support employee development, and supervise records management processes, including the digitization of personnel and timekeeping files.
  • Oversee HRIS processes related to the employee lifecycle, including preboarding, transitions, and terminations, ensuring data integrity and compliance with internal and external standards.
  • Ensure effective use of HRIS and talent management software, such as NYCAPS, FAMIS, CPS, Galaxy, and Portal J, for accurate data reporting and analytics on workforce trends and metrics.
  • Lead the resolution of HRIS-related issues, collaborating with systems administrators and IT departments to ensure uninterrupted operations.


Qualification Requirements:

Minimum:

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
  • Education and/or experience equivalent to "1", or "2" above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in "1" above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in "1" above.


  • Preferred:

    • Proven experience in Human Resources, with a focus on talent management, operations, and employee relations.
    • Proficiency in project management, Human Resources or Records Management.
    • Strong knowledge of the NYCPS systems, e.g., Cybershift, Galaxy, Applicant Gateway, APRL, CPS, Custodial Timekeeping Systems, FAMIS, SSO, EIS, Portal J and NYCAPS.
    • Ability to prepare and communicate clear and concise reports; detail-oriented with excellent spoken and written communication skills; highly proficient in de-escalation and problem-solving.
    • Flexibility in managing a high volume of competing tasks, working independently and as a part of a team.
    • Proficiency in Microsoft Office 365 applications, Trello, Asana, Smartsheet and other pertinent project management software.
    • Demonstrated ability to manage sensitive information with discretion and integrity.


    Salary : $126,054 - $149,000

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
