The Project Engineering Support Services assists the United States Marine Corps Forces, Central Command (MARCENT) and subordinate commands by serving within the intelligence directorate task area. The position's primary mission involves providing timely, accurate, and relevant multi-discipline, multi-function intelligence support tailored to the USCENTCOM AOR for the COMUSMARCENT staff and subordinate units to assist in the Command's decision making and staff actions for MARCENT's component responsibilities and Title 10 service obligations. The Project Engineering Support Services directly supports services for the MARCENT G-2, including technical and administrative support for the planning, development, coordination, and distribution of all garrison and deployable IT intelligence systems resident within the MARCENT and supported subordinate units to ensure efficient completion of MARCENT OAMS tasks. The Project Engineering Support Services will perform the following duties:
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Serve as the Project Engineer with responsibility for assisting in the planning, development, coordination, and distribution of all garrison and deployable IT intelligence systems resident within the MARCENT and supported subordinate units.
- The responsibilities associated with this billet span all intelligence disciplines to include, but not limited to: infrastructure, architecture and systems requirements for Intelligence, Surveillance and Reconnaissance (ISR) platforms, All-Source Analysis, Human Intelligence (HUMINT), Counterintelligence (CI), Signals Intelligence (SIGINT), and Geospatial Intelligence (GEOINT).
- Provide both technical and administrative input into the intelligence requirements process.
- Manage the integration of vendor tasks and track and review vendor deliverables.
- Provide technical and analytical guidance to the project team.
- Recommend and take action to direct the analysis and solutions of problems.
- Assist in the planning, coordination and distribution of all garrison and deployed intelligence information systems and special intelligence communications systems used for voice, video, and data processing.
- Assist in the planning and coordination pertaining to the purchasing / contracting of intelligence systems, the coordination of intelligence requirements with all MARCENT staff elements, subordinate commands, and requisite commands/agencies external to MARCENT.
- Attend and serve as the MARCENT representative at various C4ISR systems conferences and technology seminars to represent MARCENT intelligence requirements.
- Maintain awareness of emerging technologies related to potential enhancement of MARCENT technical intelligence capabilities including coordinating and participating in technology demonstrations.
- Assist in the planning and coordination of all intelligence systems development, training, fielding, support, and accreditation requirements, providing continuity over the long-term upward trajectory of MARCENT intelligence capabilities.
- Prepare information papers, position papers, briefings, and other documentation in support of the intelligence systems inputs to the CENTCOM Strategic Planning Process.
- Frequent contact is required with personnel in a wide variety of activity elements and with personnel in other activities and Agencies. The purpose of contacts is to resolve routine and non-routine problems affecting the overall activities of the element.
- Represents the organization in sessions with other activities or agencies relevant to the specialized field of responsibility and is expected to present information in a persuasive manner.
- Has authority to plan for and recommend changes in the organization and work to achieve efficient and economical operations within allowable constraints.
- Responsible for technical soundness of work produced.
- Provide input on requirements, based on, technical analysis of intelligence requirements and needs of the activity.
- Work independently and with considerable latitude for initiative and creativity in accomplishing assigned tasks and objectives, subject only to established policy guidance, production schedules and work priorities.
- Completed work is subject to review by the supervisor or higher-grade specialists to insure conformity with policy and fulfillment of objectives.
EDUCATION
- HS diploma or equivalent required.
EXPERIENCE
- Minimum ten years of military experience.
- Experience in project engineering and management, particularly related to IT and intelligence systems within military or defense settings.
- Experience with intelligence disciplines including ISR, All-Source Analysis, HUMINT, CI, SIGINT, and GEOINT. Practical experience with infrastructure, architecture, and systems requirements for these disciplines.
- Experience managing vendor tasks, tracking deliverables, and ensuring compliance with project requirements.
- Experience with planning, coordinating, and distributing intelligence systems, including purchasing, contracting, and fielding of these systems.
CORE SKILLS/COMPETENCIES
Required Knowledge, Skills and Abilities
- Ability to analyze, document and present complex Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) issues to decision-makers for action.
- Ability to present C4ISR issues in the broader context of national, theater and U.S. Marine Corps (USMC) policies, directives, orders, and operational requirements.
- Ability to highlight the important decision factors while still presenting the overall pros and cons of C4ISR issues.
- Advanced proficiency with groupware applications (SharePoint, MS Teams) and the Microsoft Office suite (Word, Power Point, Excel, etc.) desired.
- Strong written and verbal communication skills desired.
WORKING CONDITIONS
- Required to sit for extended periods of time and maintain focus.
SPECIAL POSITION NOTATIONS
- Travel is required.
- Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver's license, current automobile insurance, and a driving record that is acceptable to the company's auto insurance provider.
SECURITY CLEARANCE
- A TS/SCI clearance is required for this position.
