Position Information:
The New York State Department of Agriculture and Markets is seeking an Assistant Commissioner for Program Collaboration and Integration in Albany, NY. The Assistant Commissioner for Program Collaboration and Integration is a strategic leadership role responsible for enhancing the delivery and impact of agricultural programs across New York State. This position involves the development and execution of collaborative initiatives, ensuring integration across divisions to foster innovation and efficiency in meeting the state's agricultural goals.

The Assistant Commissioner for Program Collaboration and Integration is a full-time position working 37.5 hours per week, Monday-Friday.
Salary and Benefits:
The position is located at the Department of Agriculture and Markets' headquarters conveniently located near the Albany International Airport at 10B Airline Drive, Albany, NY 12235. We offer a professional and comfortable working environment with ample free parking. This is a management/confidential (M/C) position that offers a competitive salary range of $123,793 - $156,224 per year with excellent benefits. Benefits include but are not limited to inexpensive Health Insurance options, free Dental and Vision coverage, NYS Pension Plan membership, and generous paid time off. Within the first year, you are eligible for 5 days of personal time, 13 vacation days, 8 sick days, and 13 paid holidays!
As a New York State employee, you could potentially qualify to participate in the Federal Public Service Loan Forgiveness Program (PSLF)! The PSLF Program forgives the remaining balance on your direct loans after you have made 120 qualifying monthly payments under an accepted repayment plan and while working full-time for the New York State Department of Agriculture and Markets or another eligible employer.
Minimum Qualifications:
Bachelor's degree and seven years of relevant experience in food or agricultural policy development, implementation, or management.
Substitutions: Four years of specialized experience or associate's degree and two years of specialized experience may substitute for bachelor's degree; J.D. or master's degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

- Coordinate the State of the State development process, solicitation of proposals across agency focus areas, and implementation of proposals within the agency in coordination with the Director of Policy.
- Contribute to the Department's strategic planning efforts including goal setting, success measurement, and program streamlining.
- Identify opportunities for enhancing program effectiveness through collaboration between internal divisions and external partners.
- Serve as the liaison for communication between the Department, Executive Chamber, other agencies, and key constituents as needed.
- Foster strong relationships with public and private stakeholders, including other government agencies, educational institutions, and industry leaders.
- Coordinate with Deputies to fulfill information requests from the Executive Chamber including, but not limited to, correspondence, portfolio materials, State of the State tracking materials, and more.
- Develop partnerships that promote resource sharing and joint initiatives to address local and statewide agricultural challenges.
- Oversee the implementation of agricultural policies, ensuring alignment with state and federal regulations.
- Provide guidance and support to staff across programs to achieve desired outcomes and compliance.
- Provide recommendations to senior leadership regarding difficult, sensitive, and/or contentious policy decisions, cross-agency collaboration, and/or other areas of engagement.
- Manage cross-functional project teams, ensuring effective planning, execution, and evaluation of collaborative projects.
- Monitor project progress and adjust strategies as necessary to meet timelines and objectives.
