General Function:
At the District level, this position involved managing and supporting the district's English Language Learner (ELL) programs and assessments, including coordinating the identification process for newly enrolled students requiring English language screening. The individual will be responsible for providing hands-on training to test administrators for assessments related to ELLs and the state Bilingual Seal, ensuring successful annual administration of these assessments. An in-depth understanding of New Mexico's adopted state standards is required along with strong research, project management and data analysis skills to support continuous improvement. A key responsibility is developing and implementing processes for secure data collection, backup storage, and analysis for instructional decision-making related to Title III reporting. The position includes creating and producing various reports to support instructional goals and respond to individual student information requests. In addition, the selected candidate will serve as a back up to the District Test Coordinator.

Education/Training/Experience:
Minimum: Bachelor's degree from a relevant educational field.
Preferred: Bilingual: English-Spanish.

Knowledge/Skills and Abilities:
Understanding of English Language Development instruction, Title III requirements and English and Spanish Language testing requirements. Requires fluent computer literacy, particularly with spreadsheets. and must have the ability to learn software. Must be able to work a flexible schedule to meet testing and reporting deadlines. Excellent customer service skills. Problem-solving oriented. and/or any satisfactory combination of additional experience and technical training which demonstrates the knowledge, skills and abilities to perform the essential responsibilities.

Essential Job Functions:
Performs all functions in accordance with established policies, procedures, safety and environmental regulations, facility and computer security policies and procedures. Functions are subject to change from time to time to meet the needs of the organization. Current essential responsibilities include, but are not limited to the following:
  • Create and manage a process for identifying newly enrolled students for English Language Screening.
  • Provide hands-on training to test administrators for tests associated with English Language Learners and the state Bilingual Seal.
  • Manage the annual Administration of English Language and Bilingual Seal Assessments.
  • Have in-depth knowledge of adopted NM State Standards.
  • Possess strong research skills.
  • Update and maintain Title III data related to students and teachers in the district SIS system in accordance with state and federal reporting requirements and deadlines.
  • Provide professional development and on-going support for principals and teachers in the use of English Language Progress data.
  • Provide assistance to staff, schools, and departments with accountability and data systems related to Title III.
  • Manage coordination of data collection from all sites and monitor data quality and integrity.
  • Develop processes and procedures for data collection. Create and securely store data backups.
  • Enter with accuracy (as mistakes can have serious consequences and are not easily fixed) and scan received data on student demographics, assessments, goals, goal revisions, attendance, and updates into local and state data programs.
  • Analyze data for accuracy and program improvement.
  • Follow state guidelines that establish timelines for data entry.
  • Create and produce reports to be used by staff to assist with instructional analysis or individual student information requests.
  • Serve as a backup District Test Coordinator as and when necessary.
  • Maintain required assessment records.
  • Provide documents and inform staff of policies and procedures.
  • Update documents as necessary. Post important documents on shared drive; distribute copies as needed.
  • Meet state determined data submission deadlines, and any other information requested by the New Mexico Public Education Department
  • Meet all required standards of confidentiality and safety. Maintain work areas in a clean and orderly manner.
  • Other duties as assigned.

  • Salary Range and Benefits:
    $85,000-$90,000+ Medical, dental, and vision benefits are available to full and part-time employees that work a minimum of 20 hours per week.

    Resources Used in Performing Job Include (but are not limited to):
    Standard office equipment and software platforms such as Microsoft Office (Word, Excel, PowerPoint) and the Google Suite. Telephone, fax, copier, computer, stamp machine, badge machine, calculator.

    Physical/Cognitive Requirements:
    Regularly required to stand and move throughout a room and/or facility. Communicates verbally and electronically. Uses hands to handle or feel objects, tools, or controls and reach with hands and arms. Frequently required to stoop, kneel, crouch, and/or crawl. Occasionally required to sit, climb, balance, and drive. May have occasion to perform heavy lifting up to 40 pounds. Specific vision abilities required include close vision, distance vision, color vision, and the ability to adjust focus. Must possess and maintain a valid driver's license and private automobile. Some evening or weekend work and travel may be required.

    Environmental Conditions:
    Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.
