The Logistics Planning Services assists the United States Marine Corps Forces, Central Command (MARCENT) and subordinate commands by serving within the logistics directorate task area. The position's primary mission involves assisting in the planning and coordination of deployment, sustainment, and redeployment support for Marine Corps forces assigned or attached to CENTCOM, working with units and support agencies worldwide to ensure equipment accountability, responsive supply support, distribution efforts, and monitor both ground and aviation equipment readiness. The Logistics Planning Services directly supports services for MARCENT G-4, providing component-level operational planning, bi-lateral planning, multi-lateral planning, and exercise planning to ensure the efficient execution of MARCENT OAMS tasks both within the continental United States (CONUS) and outside the continental United States (OCONUS). The Logistics Planning Services will perform the following duties:

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Provide Logistics Planning services to MARCENT G-4.
  • Demonstrate full understanding and experience of strategic and operational level Geographic Combatant Command logistics planning process, policies, and procedures.
  • Demonstrate full understanding and experience of component-level operational planning, concept of operation planning, bi-lateral planning, multi-lateral planning, and exercise planning with respect to supply, sustainment services, medical services support, general engineering, facilities support, maintenance, munitions, operational contract support, transportation, and the Joint Staff Adaptive Planning and Execution (APEX) process.
  • Provide advice and planning support to Marine Corps units and organizations within the CENTCOM area of responsibility.
  • Provide program tracking and read-ins of the Alternative Compensatory Control Measures (ACCM) via the master Access Control List (ACL).
  • Provide logistics planning in support of Special Access Programs (SAP), SCI Plans, Theater Campaign Plans, Theater Posture Plans, MARCENT Planning Group, and MARCENT Synchronization Group.
  • Provide updates on the status of all Operational Top Secret level planning efforts and all Contingency planning efforts within the Middle East.
  • Coordinate logistics support, required by the appropriate plans, with Air Force Central Command, Army Central Command, Navy Central Command, and Special Operations Central Command.
  • Establish and provide recommendations to logistics policy and commodity sustainment concepts at the component level.
  • Serve on the MARCENT Crisis Action Team (CAT) as well as Operational Planning Teams (OPT). Contactor shall assist the MARCENT Staff and subordinate elements in achieving training objectives.
  • Assist the MARCENT G-4 staff in the development of training and exercise related Standard Operating Procedures, Execution Checklists, Policies, Orders and Directives via participation in planning teams, working groups and conferences as required to incorporate lessons learned and after-action items from previous similar events are identified and addressed.

EDUCATION
  • HS diploma or equivalent required.

EXPERIENCE
  • Minimum ten years of military experience.
  • Experience in strategic and operational level logistics planning within a Geographic Combatant Command, including familiarity with MARCENT or similar organizations.
  • Proven experience in component-level operational planning, including concept of operations (CONOPs), bi-lateral and multi-lateral planning, and exercise planning.
  • Experience providing logistics planning support for Special Access Programs (SAP), SCI Plans, and theater campaign/posture plans.
  • Involvement in crisis action teams, operational planning teams, and contingency planning efforts, particularly within the Middle East or similar operational environments.

CORE SKILLS/COMPETENCIES

Required Knowledge, Skills and Abilities
  • Understanding of strategic and operational logistics planning processes, policies, and procedures, particularly in a Combatant Command context.
  • Proficiency in operational planning, including developing and executing CONOPs, managing bi-lateral and multi-lateral logistics efforts, and conducting exercise planning.
  • Skilled in establishing and recommending logistics policies, commodity sustainment concepts, and developing training-related SOPs, checklists, policies, and directives.
  • Familiarity with logistics and planning software, and proficiency in handling high-level, sensitive information, including Operational Top Secret level planning efforts.
  • Advanced proficiency with groupware applications (SharePoint, MS Teams) and the Microsoft Office suite (Word, Power Point, Excel, etc.) desired.
  • Strong written and verbal communication skills desired.

WORKING CONDITIONS
  • Required to sit for extended periods of time and maintain focus.

SPECIAL POSITION NOTATIONS
  • Travel is required.
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver's license, current automobile insurance, and a driving record that is acceptable to the company's auto insurance provider.

SECURITY CLEARANCE
  • A TS/SCI clearance is required for this position.
