DISTINGUISHING FEATURES OF THE CLASS: The work involves managing the daily operations of the Patient Access Services functions at the Erie County Medical Center Corporation (ECMCC).The incumbent maintains and facilitates the development and constant improvement of quality service and best practices by continually evaluating department functions and delivery of patient access services in assigned units/departments.Work is performed under the general supervision of the Director of Patient Access Services.Supervision is exercised over lower level staff. Does related work as required.
TYPICAL WORK ACTIVITIES:
Manages the daily activities of the Patient Access Services function in assigned units/departments including central registration, pre-registration, centralized scheduling, ambulatory services, surgical services, emergency department and bed coordination;
Performs or assists in the performance of staff recruitment, interviews, and hiring;
Monitors work performance, completes evaluations and issues disciplines of lower-level staff; ensures evaluations and competencies are completed in a timely manner;
Develops and implements policies and procedures for functional activities and performs training on policies and procedures;
Develops and implements new practices and modifications to existing practices and policies;
Oversees the implementation and monitoring of appropriate registration and demographic collection procedures;
Oversees the quality/accuracy of patient accounts in assigned units/departments as it relates to patient access functions;
Tracks performance, develops and completes audits, identifies potential issues, and ensures that patient access functions run smoothly and efficiently in assigned work areas;
Provides support for the utilization of Patient Access Services computerized systems and the coordination with other ECMCC systems or modules including scheduling, clinical documentation, Imaging Services and Laboratory Services;
Performs or assists in training in collaboration with Patient Access Services Coordinator on all Patient Access functions for lower-level staff in their assigned areas;
Serves as a liaison to clinics, medical physicians/practices, ECMCC departments and external agencies as it relates to patient access correction functions;
Ensures compliance with applicable laws, rules regulations and accreditation standards as they relate to patient access functions;
Responds to registration concerns of patients, families, physicians and staff and escalates as needed;
Compiles data and prepares various reports as required;
Attends meetings as required;
May perform all functions of lower-level staff within the same job class.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:Thorough knowledge of the electronic systems utilized in the patient access function at ECMCC; thorough knowledge of Centers for Medicare and Medicaid, Joint Commission, HIPPA and other federal, state and local laws, rules and regulations as they relate to patient access functions; good knowledge of principles of office management and supervision; working knowledge of medical terminology; ability to utilize a variety of electronic software applications; ability to manage multiple priorities; ability to plan, implement and evaluate systems and procedures related to patient access functions in a hospital; ability to supervise and evaluate the work of others; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; excellent analytical and critical thinking skills; initiative; tact; resourcefulness; sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.
