POSITION OVERVIEW
The Vice President, Data Intelligence & Technology (DI&T) will lead the Colorectal Cancer Alliance's data-centric technology and analytics strategy-bridging patient engagement, research, data interoperability, and clinical trial innovation. This role will oversee:
- Technology Strategy & Systems Architecture - Drive the evolution of data systems, integrations, and product infrastructure to support patient navigation, care and research.
- Data Governance, Security & Compliance - Ensure adherence to HIPAA, GDPR, 21 CFR Part 11, HITRUST, and implement privacy, security, and AI ethics frameworks.
- Product & Platform Leadership - Develop interoperable, API-led platforms using FHIR/HL7 and similar standards for real-world evidence (RWE) and research enablement.
- Analytics & Research Enablement - Oversee analytics-driven patient navigation, predictive analytics, and real-world data insights to support clinical trials and precision medicine.
- IT & Cloud Infrastructure - Optimize AWS, MuleSoft, Salesforce, and dbt for scalability, security, and operational efficiency.
- Support Development & Fundraising - Enhance donor engagement, campaign analytics, and fundraising strategies by integrating Salesforce Nonprofit Cloud and predictive insights.
- Support Finance & Business Intelligence - Strengthen financial analytics, reporting automation, and ROI tracking to support grant management and investment decisions.
- Support Marketing & Communications - Leverage data analytics and audience insights to drive engagement, outreach effectiveness, and mission impact.

KEY RESPONSIBILITIES
Data & Technology Leadership
- Oversee the strategy, development, and integration of the Alliance's data platforms, including:
- BlueHQ 2.0 (Patient PRM & Engagement Platform)
- BlueLake (Real-World Data & Unified Research Hub)
- K-SPY (Adaptive Clinical Trials Medicine Platform)
- Platform/Integration Engineering - Architect and implement a FHIR, API-first, and cloud-native technology stack to enable scalable, interoperable data exchange.
- Lead cross-functional members/teams across Data Engineering, IT, Product, Analytics, and Research Enablement.
- Fulfill the data and technology strategic roadmap, aligning product, engineering, and analytics teams with our mission.
- Operationalizing structured software development life cycle (SDLC) processes for developing, testing, deploying, and maintaining systems to ensure high-quality, security, and scalability while meeting business and technical requirements.
- Operationalizing DevOps for integrated software development and IT operations to improve the speed, efficiency, and reliability of system releases including automation, continuous integration, and deployment (CI/CD) to reduce risk and enhance scalability.
Data Governance, Compliance & Security
- Establish a data governance framework, ensuring compliance with HIPAA, GDPR, 21 CFR Part 11, HITRUST.
- Implement enterprise-grade security practices, including role-based access control (RBAC), encryption, and secure API integrations.
- Support patient consent models, AI governance strategies, and ethical data-sharing policies.
- Support a common data model & taxonomy for patient registries, real-world data (RWD), and research datasets.
- Support metadata governance across BlueHQ, K-SPY, and external research partners.
- Support automated proactive data quality monitoring and resolution (validation rules, thresholds, alerts); and reactive data observability (anomaly detection, monitoring dependencies, lineage tracing).
Research & Clinical Trial Enablement
- Develop real-world evidence (RWE) data strategies to support pharmaceutical, biotech, and research collaborations.
- Oversee FHIR, HL7, and AWS HealthLake integrations to enable longitudinal patient tracking and research insights.
- Lead the evolution of Electronic Data Capture (EDC) & Real-World Data (RWD) infrastructure, ensuring seamless clinical trial data ingestion, staging, and analytics (e.g., REDCap, Case Report Forms).
- Ensure that research data is structured, scalable, and regulatory-compliant for precision oncology, treatment efficacy studies, and novel biomarker discovery.
AI, Analytics & Predictive Modeling
- Oversee the implementation of AI-driven patient navigation, risk modeling, and clinical trial recruitment algorithms.
- Implement predictive analytics models for early risk detection and patient stratification.
- Standardize data pipelines, analytics environments, and governance policies across the organization.
IT & Security Infrastructure
- Scale the Alliance's cloud infrastructure (AWS, MuleSoft, Salesforce) to handle sensitive patient and research data securely.
- Establish SOC2-compliant IT cybersecurity with continuous monitoring, anomaly detection, and compliance auditing.
- Drive cost optimization, scalability, and performance monitoring across IT and cloud platforms.
- Maintain secure API authentication policies (OAuth, JWT, role-based access).
REQUIRED QUALIFICATIONS
Technical & Data Strategy
- Strong demonstrated comprehension and expertise in Enterprise Data Architecture with experience designing and codifying scalable, decentralized data ecosystems.
- Strong background in cloud & infrastructure management, particularly with AWS (IAM, S3, RDS, OLAP, SageMaker, HealthLake), MuleSoft, Salesforce, and dbt.
- Knowledge of FHIR, HL7, REDCap, and interoperability standards for research and clinical trials.
- Hands-on experience in API and platform engineering, including building secure API-driven integrations for RWE, patient data, and analytics platforms.
Leadership & Execution
- Minimum of 12+ years in data, technology, or platform leadership, ideally within healthcare, non-profits, life sciences, or biotech research organizations.
- Proven ability to lead cross-functional teams across product, engineering, analytics, AI, compliance, and security.
- Strong balance of technical expertise and strategic execution to drive mission-driven innovation.
Compliance & Regulatory Expertise
- Deep understanding of HIPAA, GDPR, 21 CFR Part 11, HITRUST, and data governance best practices.
- Experience implementing compliance frameworks in clinical trials, RWE, and patient data ecosystems.
Research & Clinical Trial Enablement
- Experience supporting pharmaceutical partnerships, clinical research, and precision oncology initiatives.
- Strong background in managing compliance-heavy data ecosystems, the lifecycles, and ensuring research integrity.
Preferred Qualifications
- Experience in non-profit, patient advocacy, or mission-driven research initiatives.
- Prior leadership experience in a high-growth research organization, hospital research network, or biotech setting.
- Expertise in advanced analytics, risk modeling, trial matching, and precision oncology.
