About the Position
The Sheriff's Office has an exciting opportunity for the right candidate to lead the department Information Technology team as the Information Technology Supervisor. The Information Technology Supervisor is an important leadership role within the organization. The Sheriff's Office Information Technology (IT) Unit supports over 450 Sheriff's Office employees and nearly 400 desktop computers and ensures all critical 24/7/365 systems are operational and available. This unit supports the 911 call center, County Jail, and patrol services 24 hours a day.

Under direction, organizes and directs operations and activities involved in the development, maintenance and analysis of assigned computer systems, networks, operating systems, databases and applications, a customer relations team, radio communications and/or a project management office; coordinates communications, information and personnel to meet designated County technology needs and assure smooth and efficient project implementations and activities; trains and evaluates the performance of assigned personnel; and does other related work as required.

Typical Tasks and Representative Duties

  • Organizes and directs operations and activities involved in the design, development, maintenance, implementation or analysis of assigned computer systems, radio communications networks, databases, voice and data networks and applications; coordinates projects and personnel to meet County needs, resolves technology problems and provides for system enhancements; assures related activities comply with established standards, requirements, policies and procedures.
  • Coordinates communication, information and personnel to meet designated County technology needs and assures smooth and efficient projects and activities; collaborates with peers, customers, administrators, vendors, outside agencies and the public in the development and implementation of project plans, specifications, goals, objectives, strategies and time lines; resolves project issues and problems.
  • Supervises, trains and evaluates the performance of assigned personnel; interviews and selects employees and recommends transfers, reassignment, termination and disciplinary actions; assigns employee duties and reviews work for accuracy, completeness and compliance with established standards, requirements and procedures.
  • Directs and participates in the review, analysis and modification of existing systems and programs as necessary; oversees the design, development, upgrading and implementation of new system applications as assigned; directs modifications of existing programs to enhance database operations and functions as appropriate; assures new systems adapt with existing computer systems.
  • Provides consultation to peers, customers, administrators, personnel, outside agencies and others concerning assigned technology projects and functions; responds to inquiries, resolves issues and conflicts and provides detailed and technical information concerning related standards, requirements, specifications, time lines, systems, programs, objectives, laws, codes, ordinances, rules, regulations, policies and procedures.
  • Monitors and evaluates assigned technology functions, systems and activities for needs, effectiveness and operational efficiency; provides recommendations concerning the development and implementation of programs, policies, systems, technologies, strategies and procedures to enhance the effectiveness and operational efficiency of assigned technology functions; researches, analyzes and provides recommendations concerning system purchases, upgrades and installations.
  • Assists in the development and preparation of the annual preliminary budget for assigned technology functions and projects; reviews and evaluates budgetary and financial data; assists with controlling and authorizing expenditures in accordance with established limitations as directed.
  • May act as Radio Amateur Civil Emergency Services Officer (RACES) under State OES plan; may coordinate and support RACES volunteer program.
  • Attends and conducts a variety of meetings; serves on various committees as directed.

The Ideal Candidate
MINIMUM QUALIFICATIONS

Education and Experience:
A combination of education, training, and experience resulting in the required knowledge, skills, and abilities. An example of qualifying education and experience includes:
Either A: Graduation from an accredited four-year college or university with a bachelor's degree in computer science or a closely related field. In addition, four years of experience in an information technology environment in any of the following fields: systems administration, systems engineering, software engineering, database administration, operating systems, network administration, radio communications, project management or a similar field in a multi-platform environment.
OR B: An associates degree or 60 semester units or 90 quarter units from an accredited college or university or completion from a job-related, accredited vocational institution. In addition, six years of experience in an information technology environment in any of the following fields: systems administration, systems engineering, software engineering, database administration, operating systems, network administration, radio communications, project management or a similar field in a multi-platform environment.

Licenses and Certificates:
Certain positions in this classification may require driving. When driving is an essential function of the position, a valid California driver's license will be required at the time of appointment and must be maintained throughout employment.

Other Conditions of Employment:
Employees must be willing and able to respond to after-normal workday or irregular and on-call emergency requests on nights, weekends and holidays.

Pension Benefit and Employee Contribution Rates:
The County's pension is a defined benefit plan that provides a guaranteed monthly pension payment for life based on your time in service, wages, and other factors. The County is the primary contributor to the pension fund, but the health of the pension fund also depends on mandatory employee contributions. Employees are required to pay a percentage of their base pay towards the pension fund, ranging from 5% to 19%. This amount is deducted from your paycheck pre-tax every pay period.
