Job Description
The Utah Department of Transportation is looking for a highly motivated person who can work independently with little supervision to oversee statewide support of field surveying practices and administer the UDOT Surveying and Geomatics Standards. You will provide support applying UDOT standards to UDOT region's field surveying crews and all personnel who perform surveying for the department such as consultants and contractors. You will also provide support for implementing full 3D design and 3D engineered models as it is related to surveying practices and technologies. You will supervise a statewide survey field specialist and consultant staff.

You will provide support applying UDOT standards to UDOT region's field surveying crews and all personnel who perform surveying for the department such as consultants and contractors. You will also provide support for implementing full 3D design and 3D engineered models as it is related to surveying practices and technologies. You will supervise a statewide survey field specialist and consultant staff.
Principal Duties
As the Statewide Survey Manager, your responsibilities will include, but are not limited to:
- Applying intensive and diversified knowledge of surveying and engineering principles and practices in broad areas of assignments and related fields.
- Employing knowledge of a wide variety of surveying field and office operation methods in the statewide activities
- Supporting topographic survey needs statewide for proposed projects with advanced survey instruments such as GPS, EDM, Lidar, UAS, etc.
- Providing solutions and procedures to support horizontal and vertical control throughout the selected corridors and reference to various control monuments.
- Transferring field data from various surveying techniques to DGN drawing files and digital terrain models.
- Performing a quality control survey.
- Gathering of evidence via research of public records i.e. deeds, easements and plats etc. as well as, locating physical evidence on the ground with surveying instruments i.e. EDM and GPS etc. for boundary determination.
- Directing reviews and preparing right of way design plans, ownership records, easements and deeds of conveyance for acquisition and surplus of real property.
- Facilitating questions, claims, disputes, and conflicts involving the general public and other government agencies concerning UDOT properties and right of way.
- Distributing requested public records of right of way to the public in accordance to policies and GRAMA regulations.
- Completing title searches and abstracts to identify ownership of property, easements and right of way in the County Recorder Office and other relevant repositories.
- Making decisions independently on surveying/engineering problems and methods, and represent the organization to resolve important questions and to plan and coordinate work
- Planning, monitoring and performing Quality Assurance of all statewide surveying activities being performed statewide, such as Survey Control, Base Mapping, Photogrammetry, Construction, Maintenance, and Archival activities
- Coordinating the maintenance of existing and new right-or-way files, maps, documents and correspondence in department and region record keeping systems.
- Coordinating Region assistance with the public, other government agencies and other groups within the department with questions and requests regarding, property management, access management, right-of-way documents, claims, disputes, and conflicts involving department property
- Coordinating and/or acting as liaison between Region Right of Way and other agencies, divisions, organizations, or consultants.
- Estimating workforce needs and schedules, and assigning work to meet completion dates, to meet client and project goals.
- Evaluating division processes and results obtained and recommending major changes to achieve overall objectives.
- Analyzing, summarizing and/or reviewing data and report findings; interpreting results and/or findings; discussing and/or making recommendations with appropriate parties
Minimum Qualifications
In order to qualify, you must have:
- At least six (6) years surveying/right of way experience
- A Bachelor's degree, or higher in a field related to surveying or right of way OR equivalent experience
- Must have a valid driver's license or be able to obtain one within the first 6 months of hire.
- Must be licensed as a Professional Land Surveyor in Utah, or able to become licensed within the first 6 months of hire.
Preferences
Preference may be given to those with at least one of the following:
- At least five (5) years of experience in the transfer or sale of real property
- Experience in UDOT Right of Way Design, Microstation and InRoads
- Unmanned Aerial Vehicle (UAV) pilot's license
- Experience with utilization of UAV technology
- Experience with surveying/right of way experience in the State of Utah
