Description of Job

The purpose of this position is to provide financial and contract leadership and management for OES, and to develop, implement, and oversee the tactical plans, fiscal/contract operations, technological and other resource plans, and related initiatives for the office. In the process, this position works closely with the CDHS Chief Financial Officer, the Office of State Planning and Budgeting (OSPB), the Division of Economic & Workforce Support, the Division of Food and Energy Assistance, the Division of Child Support Services, the Division of Staff Development and the Budget & Legislative Manager to establish and maintain the office's alignment with the overall CDHS financial/contract strategy. This position is responsible for maintaining an understanding of statutory and regulatory changes and legislative initiatives in fiscal policy and ensuring that the office's operations are consistent and up-to-date. Additionally, this position is the Office's representative finance expert on base budget initiatives, fiscal policy analysis, financial compliance, grant and contract management, resource allocation, budget and rate calculations, financial reporting, projections, Joint Budget Committee (JBC) decision items, and proposals that directly influence management's decisions. As a member of the OES Senior Leadership Team, this position helps establish strategic priorities of the Office and allocates resources needed to achieve those priorities.

Fiscal/Contract Management Operations:

This position is responsible for the management of the Office of Economic Security (OES) operation expenditures, local, state, and federal.

Oversees office-wide budget forecasting, management, and reporting process and provides a monthly summary report to the Office Director & Deputy Director of the divisional and Office budget status of expenditures, encumbrances, and projections.

Provides second-level supervision to the OES Divisional Senior Budget/Contract Analysts and first-level to the OES Budget & Legislative Manager to include setting performance standards, conducting performance planning and appraisal of staff, and ensuring that subordinate staff development needs are met. This position recommends, initiates and administers necessary corrective or disciplinary actions. This position assures supervisory employees are performing supervision functions with their subordinates consistent with State, Department, Office, and Division expectations. The position also makes recommendations for promotions and applies criteria to approve, evaluates, and determine appropriate use of personnel resources pursuant to the Colorado Code of Regulations, Department and Division Policy.

Ensures federal program requirements are met, office plans are prepared, operating and allocation requests are made, and federally mandated reporting is done. Advisement of issues or concerns about federal funds and interpretation of new requirements.

Provides technical assistance and training to department staff, managers, and supervisors on existing and modified Adopted Fiscal Rules as promulgated by the Office of the State Controller. Meets regularly to review federal funding and budget/contracting issues and to jointly assess with the managers training needs. Provides consultation to the OES and leadership team members on new sources of funding or pitfalls other states are experiencing. Works with program leads, accounting, and budget to identify sources of matching funds and projected budget figures.

Serves as the subject matter expert in the Office of Economic Security on financial and contractual issues, including developing standards, processes, and procedures and tracking mechanisms/systems for financial administration activities. Activities include assuring federal program requirements are met; preparing and monitoring OES budgets; determining cost allocation; federally mandated reporting; implementing work plans to ensure that staff resources are directed toward Office priorities; advising of issues or concerns about federal funds and interpretation of new requirements and development.

Develops reports with detailed financial information for OES Leadership, Division Directors, and Unit Directors. Utilizes CORE or other systems to develop reports or creates a template for reports that meets State and Federal program reporting requirements and is available for day-to-day program use.

Consults with the Federal/State offices and with other high-level executives. Influences and persuades others to coordinate with the Department in areas of mutual benefit. Establishes policies to support the meeting of federal program participation requirements. Acts as the consultant when program needs are being balanced against resources available.

Ensures compliance with State and Federal Fiscal Rules and Federal regulations. Creates fiscal review protocols, and report templates, and provides technical assistance and training to OES staff necessary to implement the fiscal monitoring program. Provides consultation and technical assistance to contractors and others in the community regarding the financial administration of OES-funded programs.

This position is required to adhere to very firm deadlines. This position is required to work extra hours in order to meet project deadlines. This position is required to attend meetings in-person on a regular basis, often with minimal advance notice.

In collaboration with the OES Deputy Director and OES Division directors, works to ensure compliance of financial administration and grant activities with State and Federal rules and regulations. Provides guidance and consultation to division personnel.
Manages the overall financial/contract administration processes for the OES making recommendations to streamline the flow of the process and to eliminate any waste from duplication; delegating and managing workflow; and recommending resolution for duplication and fragmentation across OES.

Participates in the monthly Financial Working Group (FWG) meeting and is responsible for the oversight of monthly financial statements for OES, reviewing projections and anticipated over/under expenditures, and making recommendations to the Financial Management Board (FMB).

Participates in the Financial Management Board (FMB) and assists in developing a strategic direction and coordinates legislative responses.

Responsible for investigating and analyzing any instances of fraud or abuse and consults with program staff to determine any remedial or corrective action.

Financial & Budget Authority and Legislative Requests:

Develop a plan for Federal, State, and cash fund revenue maximization; develops any corrective action plans necessary to deal with penalties. This position is responsible for financial planning and forecasting, utilizing expertise in state and county programs to strategically direct OES resources to areas that maximize Federal, State, and cash-fund-financed participation. Evaluates and makes recommendations on the Office's operating and personnel costs. Monitors and adjusts the Department's indirect cost allocation plan to ensure federal compliance and maximize federal reimbursement.

Provides assistance and support to the OES Budget and Legislative Manager in the responsibility of formulating, writing, supporting, and defending funding requests (Funding Requests/Decision Items, Supplementals, Budget Amendments, Emergency Supplementals, Budget Reductions, and Fiscal Notes). Responsible for maintaining a solid understanding of State funding request requirements, instructions, protocols, and strategies for completing successful funding requests. This position is expected to explain and defend funding requests to the Office of State Planning and Budgeting (OSPB), legislative council staff, and the Joint Budget Committee (JBC).

Experience:

Ten (10) years of progressively responsible professional experience in government or private sector budgeting, finance, or contract administration, culminating in senior-level management of a complex (multi-disciplinary) organization that must have included at least:
  • Experience in professional budgeting, finance, or contract administration in the government or private sector.
  • Experience with a legislative budget process, including preparing budgeting requests, submitting responses to the legislature, and experience analyzing the fiscal impact of legislation.

OR

Education and Experience:

A combination of related education and/or relevant experience in progressively responsible professional experience in government or private sector budgeting, finance, or contract administration, culminating in senior-level management of a complex (multi-disciplinary) organization that must have included at least equal to ten (10) years.

Substitutions:
  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis (e.g. Four years of additional years of experience will substitute for the degree requirement.)
  • Additional appropriate education will substitute for the required general experience on a year-for-year basis (e.g. MA degree in Business will substitute for two years of required experience.)

Preferred qualifications:
  • Master's degree in Finance, Public Administration, Business Administration or closely related field
  • Experience managing multi-discipline human service programs that included successfully managing subordinate executives, a million-dollar or greater budget that included federal grant monies, and managing accountability to an outside auditing organization
  • Experience as a Chief Financial Officer
  • Proven experience in public sector contract management, budget, and governmental financial management
  • Experience supervising employees working in the budget, finance, or contract field
  • Experience in strategic planning
  • Experience with a legislative budget process, including preparing budgeting requests, submitting responses to the legislature, and experience analyzing the fiscal impact of legislation
  • Experience with the State of Colorado fiscal and procurement rules
  • Experience managing and directing administrative processes in a governmental organization, which includes the ability to develop proven interagency relationships with local, state, and federal agencies
  • Extensive knowledge of the legislative processes, government funding, and the State accounting and procurement systems
  • Experience in outcomes-based funding and/or performance management
  • Relevant years of State service should be considered as a preferred qualification to be used to determine the top candidates on the referral list. (Partnership agreement 10.1.)
