Job Description
Assists the Bridge Director in managing bridge department operations to ensure the most expedient, convenient, and safe crossing Port of Entry for all citizens, tourists, and international trade industry of both the U.S. and Mexico. Assists with management of the department operational budget to ensure accountability of the $88 million in toll revenues generated from pedestrian traffic, passenger vehicle traffic, and commercial vehicle traffic in accordance with established city ordinances. Ensures toll collection system equipment is properly maintained, repaired, replaced, and upgraded to process traffic efficiently and expeditiously. Maintains staffing levels to process traffic efficiently and avoid delay in wait times.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
  • Supervises, directs, and evaluates assigned staff. Supervisory functions include: makes hiring and termination decisions; prioritizes assignments and directs work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; approves/processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries and salary changes; and acts as liaison between employees and management.
  • Conducts walk-throughs of the four International Bridges; communicates with Bridge Assistant Director- Operations, Bridge Cashier Superintendent, Bridge Operations Superintendent, and Toll Equipment Technicians regarding any issues or concerns; discusses current projects and any upcoming projects. Conducts internal meetings with bridge staff to ensure adherence to ordinances, policies, procedures, rules, and regulations; informs staff of upcoming events and projects.
  • Oversees entire operations of four internationals bridges to ensure Superintendents are planning, coordinating, scheduling, and training approximately 150 employees to perform job duties safely, professionally, and in compliance with city ordinances, policies, procedures, rules, and regulations.
  • Assists Bridge Director with various advisory committees; conducts presentations for schools and organizations, entertains visitors, and travels as requested to promote Bridges and Port Laredo. Attends meetings with trade associations and federal agencies from U.S. and Mexico, city departments, and city businesses and organizations.
  • Ensures toll revenue is collected and deposited in accordance with city ordinances, policies, rules, and regulations; ensures toll revenue and expenses are maintained and within budget.
  • Prepares revenue and traffic reports; verifies accuracy and ensures compliance with city ordinance, policies, procedures, rules, and regulations.
  • Assists with preparation and administration of the annual operational and capital improvement budgets.
  • Ensures department purchases are procured, accounted for, and safeguarded in compliance with all ordinances, policies, procedures, rules and regulations, and state and federal laws.
  • Prepares, completes, and maintains department payroll and personnel documentation.
  • Reviews and finalizes account balances and creates year-end financial reports.
  • Review City Council agenda items and record proper action for items approved by City Council.
  • Conduct performance evaluations and make recommendations regarding employee job performance.
  • Conduct interviews for vacant positions and make recommendations to the Department Director.
  • Supervise and provide the necessary training to the Cashier Tellers, Shift Supervisors, Financial Analyst, Bridge Cashier Superintendent, Senior Office Assistants, and Office Assistants staff.
  • Plan, assign, and schedule work for assigned staff.
  • Assist the Director in compiling budget; develop, review, and make changes requested by budget officers until final summaries are presented by City Council.
  • Assists in maintaining good communication between staff, visitors, and other business contacts.
  • Must follow all rules of telephone courtesy in all telephone communications
  • Will be required to drive City vehicle for City business use.
  • Performs related work as required.

Minimum Qualifications

Required Education and Experience
  • Bachelor's degree from an accredited* college or university in Business Administration, Finance or Accounting
  • At least seven (7) years of experience in management and supervision
