Nature of Work
This is advanced, professional, administrative and specialized supervisory work managing and procuring a wide variety of goods, equipment, real estate, and services.

Work involves supervising the major procurement operations for a division or a commodity team, which may will include the procurement of goods, services, equipment, professional services, real estate, and construction contracts for capital and public works improvement projects of the City. Work requires specialized knowledge to evaluate and approve procurement methods applied by professional contracting officers to ensure compliance with Federal, State, and Local laws governing public procurement in addition to governmental ethical principals and standards. Work also involves assessing the workflow of the day to day procurement operations of the division or commodity team and reallocating resources to meet procurement demands and ensure best practices; developing goals by establishing program plans and levels of services and evaluating progress towards their accomplishments; and preparing complex bid/proposal specifications, and scope of work or services.

The incumbent exercises a considerable degree of independent judgment and professional managerial knowledge in planning and supervising the department's procurement operations. The incumbent must possess extensive technical expertise in assuring the integrity of contracting processes, accountability, and clear audit trails. Employee is expected to make independent decisions in conformance with applicable laws, rules, and regulations governing the public procurement of general government commodities and services, which may include construction and professional service contracts, as well as standard public purchasing policies and procedures.

The employee will lead/participate on city-wide strategic sourcing initiatives which may include cross-functional teams to identify and recommend opportunities for strategic sourcing as it relates, but not limited to: the purchase of goods, equipment, and general/standard services, and professional services, negotiate pricing and terms and conditions for complex and high-risk agreements, lead change management efforts and adoption of new processes as it relates to the acquisition of strategically sourced goods and services; performs continuing supplier contractual relationship management in order to ensure that both the supplier and City is in compliance with the terms, conditions, and prices of a contract; assess how well strategically sourced contracts/agreements are meeting City requirements; as part of contract implementation, ensures that the procurement methodology or source selection is the most effective and efficient methodology utilized and evaluates new methods and tools for conducting strategic sourcing initiative.

This employee receives general supervision from the Department Director or Assistant Director. Supervision is exercised over various levels of professional contracting officers and assistants.

Essential Functions
Receives, examines, and/or processes requisitions for assigned commodities and equipment.

Examines and reviews complex bid/proposal specifications or scope of work/services and/or contract terms for goods, services, and equipment to be procured on a competitive basis including professional services and complex real estate procurements.

Plans specific short- and long-range commodity objectives.

Prepares price sheets or schedule of values for goods, services, and real estate.

Oversees professional contracting officers, specialized support staff, assistants, and subordinate administrative employees in accordance with the general policies established by the Department Director.

Organizes and administering various procurement activities, such as small sources, emergency purchases, informal purchases and formal purchases (i.e., Invitations for Bid(s), Requests for Proposals, Request for Qualifications, Request for Letters of Interest or other procurement documents), for the purchase of commodities, supplies, and general/standard services, including professional/personal services and real estate related services

Evaluates and supervises vendor performance based on knowledge of prices, delivery, and information received from End-User departments and Project Managers relative to product/work provided and makes recommendations for vendor participation in future solicitations.

Evaluates and approves procurement methods applied in the purchasing of goods, services, and equipment; obligates expenditure of City funds for purchase of goods, services, and equipment.

Prepares bid tabulations and evaluation criteria sheet for evaluation selection committee members, schedules, attendance, and records pre-bid/proposal conferences, bid openings and evaluation selection committee meetings, negotiates complex lease agreements, makes award recommendations for City owned property, completes purchase transactions, prepares procurement related events such as Industry Days to complete large procurements, preparing and ensuring that purchase orders or contracts are processed and that proper records are completed for public record.

Creates Blanket Agreements (Purchase Orders) for resulting awarding contracts.

Prepares the agenda package (including resolution) for City Commission actions.

Monitors and maintains contracts and contract/bid files.

Compares costs and evaluates quality and suitability of commodities and services.

Meets with Project Managers and/or End-User departments to discuss specifications submitted by the End-User and/or Project Manager.

Communicates with vendors.

Conducts market research to determine best source, new sources, market conditions and trends.

Resolves contract disputes between suppliers and user departments.

Prepares correspondence and conducts interviews with administrative officers and suppliers on matters related to purchases.

Develops a broad and diversified program of procurement services and activities to meet external and internal customer needs.

May assist strategically in the preparation and administration of the department's budget and development of the department's strategic plan.

Establishes, reviews, and coordinates procedures to maximize delivery of services to City departments and to improve City procurement practices.

Makes recommendations regarding hiring, discipline and promotion of subordinates, authorizes leave, evaluates and rates employee performance. May train other procurement staff.

May be assigned special projects, as necessary.

Performs other related work, as required.

Minimum Requirements
Bachelor's degree and four (4) years experience in professional purchasing or legal contract administration is required. Two (2) years experience in a related supervisory capacity is required. A Valid Driver's License (equivalent to a Florida Class E) from any state may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Employee Relations.

Equivalent combination of education and experience beyond a high school diploma or its equivalent and two (2) years of the required experience.

SPECIAL REQUIREMENTS:

Qualified applicants are required to be certified as a CPPB (Certified Professional Public Buyer), CPPO (Certified Public Purchasing Officer), or a CPM (Certified Purchasing Manager) within 24 months from the date of hire, which is required to be maintained throughout employment in this classification. Additionally, employees must obtain a Real Estate License before achieving permanent status and keep it current while employed in this role.

NOTE 1:

Depending on the needs of the hiring department and scope of work to be performed, a degree, certification, license, or experience in a specialized field may be required to be obtained prior to the completion of the probationary period and maintained valid while employed in the classification.
NOTE 2:

Real Estate License is highly desirable.
