The Position
In this role, the Clinical Services Manager (CSM), under the direction of the Deputy Director of Child and Youth Services, will be responsible for planning, coordinating, and implementing comprehensive countywide mental health programs. This includes overseeing both county-operated and contracted clinic and field-based outpatient services that address the diverse needs of children, adolescents, families, Transitional Age Youth (TAY18-25) and adults with serious mental illness.
The Clinical Services Manager will be responsible for developing and overseeing a range of services, including client engagement, assessment, targeted and intensive case management, medication management, and mental health treatment and therapy. Additionally, this role involves supervising crisis intervention services, care coordination, and support groups to ensure individuals receive the necessary support to enhance their overall well-being. The position will also focus on implementing rehabilitation, wellness, and recovery services that foster long-term stability and an improved quality of life for clients.
By leading these critical programs, the Clinical Services Manager will play a vital role in ensuring that comprehensive, client-centered mental health and substance use disorder services are effectively delivered across the county, fostering a system of care that is responsive to the needs of the community.
The successful candidate will oversee the Shasta Youth Outpatient Regional Clinic (Redwood City), Transitional Age Youth Team (County-wide field-based services) and work collaboratively with the Adult Clinical Services Manager to support the East Palo Alto (EPA) Community Counseling Center (regional outpatient clinic), which serves both youth and adult clients.
Key Responsibilities
The Clinical Services Manager will be responsible for recommending, developing, implementing, and evaluating goals, objectives, policies, and procedures related to clinic and field-based services. They will provide leadership and collaborate with community groups, public and private agencies, school districts, mental health consumers and their families, as well as volunteers, to plan and implement effective programs. Building and maintaining strong working relationships with a variety of public and private organizations-including County departments, advocacy groups, and client organizations-will be essential. Additionally, the Clinical Services Manager will consult with other managers on program-related issues and develop alternative strategies to address community mental health needs, assisting in the implementation of solutions as necessary.
This role will also contribute to overseeing contracted service providers by monitoring deliverables, evaluating outcomes, and maintaining ongoing communication with partners to ensure effective service implementation. In addition, they may contribute to the development of Requests for Proposals (RFPs) and participate in the selection process. Budget management is a key responsibility, requiring the preparation, administration, and monitoring of program budgets to ensure that service objectives are met within financial constraints.
Furthermore, they will provide high-level staff support to senior management, related commissions, and advisory boards on program issues within their area of specialization. As a Clinical Services Manager, this role will play a key part in supporting executive management with the implementation of new state regulations and mandates aimed at strengthening and improving our public behavioral health system. Clinical Services Manager I - Mental Health: Two years of experience in a mental health or related health services program that included responsibility for program planning, client services, program evaluation, budget administration, or community resource coordination, of which at least one year included responsible supervisory experience.
Clinical Services Manager II - Mental Health: Three years of increasingly responsible experience in a mental health or related health services program, including at least two years of significant responsibility for one or more of the following: program and budget development, funding, utilization, coordination of community resources or program evaluation.
