POSITION OVERVIEW:
Responsible for proactive maintenance of 6,396 facility assets and performance for all facilities to meet discharge permit requirements using the most appropriate and effective tools and techniques. Collaborate with the Facility Asset Managers to provide preventative and proactive maintenance programs to identify and resolve reliability issues. This role requires auditing all facility processes for optimum maintenance performance. This position is responsible for the in-house and contract work of the three treatment facilities, thirty-four pump stations, and each of the 31 buildings that make up the complexes. This position oversees the overall maintenance and upkeep of all utility properties, building structures, building components, grounds maintenance, landscaping, maintenance equipment and other related assets to provide a safe and pleasant work environment for utility personnel and the citizens of Little Rock within an annually allocated budgetary means.
Examples of Duties

PRINCIPAL DUTIES & RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
  • Responsible for maintaining equipment for proactive maintenance of 6,396 facility assets and availability to meet discharge permit requirements.
  • Strong interpersonal skills, persuasive, sets expectations, motivates people, delegates & follows up, creating an overall good team.
  • Evaluate, prioritize, and schedule work orders and/or other maintenance activities, developing safe work methods for providing facility maintenance procedures, services, and repairs.
  • Provide feedback on Root Cause Failure Analysis efforts collecting data, meet with supervisor, relevant team members to define actions to eliminate recurring problems.
  • Utilize Computerized Maintenance Management System (CMMS) for facility maintenance activities to ensure that Proactive Maintenance is performed as scheduled.
  • Identify operational and maintenance changes to provide the most cost-effective solution using vibration analysis, infrared thermography, lubrication, and proactive maintenance.
  • Oversee seven on-call contractors for electrical, HVAC, painting/coatings, pavement repairs, roofing, fencing, and mowing.
  • Provide direction and/or training for a maintenance team Facility Asset Management Proactive Coordinator, two Electricians, HVAC Technician, Plumber, Coatings Technician, and two Building and Grounds Maintenance Technicians to assure safe work practices in all activities.
  • Assist the Facility Asset Reliability Manager in monitoring of a million dollar plus inventory storeroom.
  • Review contract specifications and provide professional recommendations on all electrical/HVAC/Plumbing/Coatings/Building and Grounds projects as needed.
  • Provide written specifications and administer multiple ground upkeep contracts at the Wastewater Treatment Facilities, Pump Stations, Peak Flow Basins, and the Administration Offices.
  • Provide research documentation and written specifications for the purchase of equipment and/or material in support of maintenance activities.
  • Provide personnel training, instruction, and troubleshooting guidance in the diagnosis, maintenance, and repair of all the LRWRA Facility Maintenance tools, LRWRA rotating equipment, HVAC, Plumbing, Electrical, Generation, Buildings and Grounds, miscellaneous equipment, and irrigation systems.
  • Participate in project design meetings, review project specifications, and provide professional recommendations of all components to be utilized in all projects to ensure the longevity of the equipment for the utility.
  • Interacts and negotiates with vendors and contractors to secure products and services.
  • Provide a yearly budget, working within those budgetary limits, and the ability to forecast budgetary needs for the next 5 - 10 years.
  • Ability to coordinate and prioritize the work with three other Facility Asset Management Managers as needed.
  • Responsible for utility compliance of the Backflow Prevention Requirements of Central Arkansas Water and the ADEQ by assuring the utility has adequate State certified and licensed Assembly Testers and Assembly Technicians and timely scheduling of annual inspections of each unit throughout LRW's facilities.
  • Develop proactive goals that align with the needs of all facilities.
  • Utilizes the Computerized Maintenance Management System (CMMS) as a primary tool of the maintenance process.
  • Follows established work procedures and safety practices and guidelines.
  • Undertakes any reasonable request within capabilities that is good for the community and the utility.

Typical Qualifications

QUALIFICATIONS & SKILLS:
Required:
  • Minimum High School Diploma or equivalent.
  • 5-years minimum experience in public water or wastewater facility maintenance, construction, engineering, operations, or related career.
  • 5-years minimum experience with electrical equipment such as MCC Cabinets, motors, VFD's, etc.
  • 3-years minimum supervisory experience of multiple electrical and HVAC crews.
  • Must have knowledge with SCADA functionality, maneuvering through software screens, understand how to compare the information on "Status" screens and how to relate to possible issues, etc.
  • Must have a means of communication 24/7 for possible emergency situations.
  • Must obtain and maintain an Arkansas Class 1 Wastewater License within 1 year.
  • Must have administrative experience in budgetary practices, procurement and purchasing procedures and record keeping.
  • Knowledge of desktop/laptop hardware and software operating systems.
  • Ability to plan and schedule tasks.
  • Ability to prepare clear, concise reports.
  • Ability to document programs and procedures.
  • Ability to plan and schedule projects and meet deadlines.
  • Ability to work independently to push for results, is highly motivated, self-confident, and initiate support on several levels to get the job done.
  • Strong analytical skills - using tools for Analyzing and Solving Problems (Failure Mode and Effects Analysis and Root Cause Analysis).
  • Ability to communicate complex instructions to electrical, HVAC, plumbing crews either written or verbal.
  • Ability to communicate effectively both orally and in writing.
  • Ability to maintain a valid Arkansas driver's license.
Preferred:
  • Journeyman or Master's Electrical License.
  • Experience with HVAC diagnostic and repairs
  • Experience with Plumbing diagnostic and repairs
  • Experience with General Building Maintenance renovations and repairs.
  • Experience in building control panels.
  • Experience in pumps, motors, process equipment, electrical switchgear, controls, and monitoring systems, etc.
  • Experience with specialty tools such as electrical meters, conduit bender, wire pullers, threading equipment, lathes, etc.
  • Experience reading electrical schematics.
  • Experience understanding relay logic.
  • Knowledge of Computerized Maintenance Management System best practices and procedures.
