Why does the job exist?

This position for the Public Education Department (PED), is necessary for analyzing business rule requirements, designing efficient business logic, developing data validation rules and associated SQL code, testing and deploying data validation scripts to ensure high-quality data ingestion into the agency Common Education Data Standards (CEDS) longitudinal data warehouse system.

How does it get done?

This position requires effective planning, interpersonal skills and coordination with PED IT staff and Local Education Agency (LEA) Student Information System (SIS) Administrators to communicate findings, results, data exceptions and corrections, and data validation support.
1) Requirements Gathering (20%) work with PED Business Analyst to identify, document and categorize data needs and business rules for student and teacher accountability data submissions from school districts and charter schools. Wok with PED Business Analyst to map data elements to the Ed-Fi data standard.
2) Analysis and Design (20%) design logic to validate accuracy of data based on documented business rules.
3) Implementation (40%) - Create SQL scripts, stored procedures, or other programming code to validate data, ensure proper Ed- Fi data model compliance and data accuracy. Provide useful and appropriate error handing and exception reports to facilitate data corrections and resubmissions. Work with LEA's to assist with error correction via the Help Desk and ticket handling process.
4) Technical Writing (10%) - Develop Standard Operating Procedure documentation for onboarding new staff
5) Training (10%) - Train and mentor school district and charter school SIS administrators in the procedures for preparing data
submissions, interpreting error reports and correcting rejected data.

PED programs, LEA's, School Districts, Charter Schools, Partner State Agencies, State Legislators, parents, teachers and the general public.

Ideal Candidate

The ideal candidate would have the following experience: Experience developing scripts using SQL and Transact-SQL, developing and deploying SQL Server stored procedures, Application Programming Interface (API) and/or application development experience with .NET, PHP or Python. Experience using SQL server.

Minimum Qualification

Associate degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and two (2) years of experience in software programming. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid New Mexico's Driver's License.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
