General Statement of Duties
This role involves leading complex planning projects, conducting research, and assisting in developing department policies, working with a diverse range of community stakeholders, and helping supervise professional staff.

Leads and performs advanced professional planning duties, including managing the administrative site plan process. Assists in developing department policies, conducts research, and supervises planning staff.

Qualifications
EDUCATION & EXPERIENCE:

Bachelor's degree from an accredited college or university in Urban or City Regional Planning or related field plus six (6) years of planning experience. Master's degree and supervisory experience preferred.
Licenses and Certifications:
Membership and certification in the American Institute of Certified Planners required within one (1) year of employment.

Qualifications:
Demonstrated ability to complete complex planning assignments independently.
Demonstrated knowledge of municipal planning and building zone and subdivision regulations.
Proven experience researching and drafting amendments to building zone and subdivision regulations.
Proven ability to accurately read site plans, and building elevations, subdivision and topographic maps for compliance with regulations and to prepare detailed reports.
Demonstrated knowledge of Connecticut General Statues, relevant federal land use regulations, and planning-related technical policies.
Proven ability to establish and maintain positive working relationships with colleagues, agencies, the public, and industry professionals.
Proven ability to conduct site inspections by walking and climbing through work sites, fields, forests and streams, and by using ladders and staircases to inspect building interiors.
Proficiency in Microsoft Office (Word, Excel, Access, PowerPoint), database management, and GIS (preferably ArcGIS Pro).
Valid driver's license.
Examination: 100% Training & Experience Assessment

The examination to determine a candidate's eligibility for the position will be a Training and Experience Assessment. Reports to: Director of Planning & Zoning
Duties and Responsibilities:
Collects data and analyzes site plans for agenda and staff report preparation.
Creates studies and reports for Planning & Zoning Commission ("Commission"), including statistical tabulations and evaluations.
Attends Commission meetings and makes presentations to the Commission and outside groups and agencies, as needed.
Reviews, drafts and formats amendments to building zone regulations.
Reviews site plans and subdivision applications for compliance with building zone regulations and completeness of applications.
Supervises staff, including delegating and coordinating work assignments.
Acts as designated contact to the Architectural Review Committee, responsible for preparing agendas, attending meetings, including meetings at night, and taking minutes.
Assists public at the Planning & Zoning counter.
Supports Town policies and philosophies.
Performs related work as assigned.
