About this position:

Position serves as a Project Manager on in-house and consultant-designed projects, providing technical expertise and assistance to the District Administrator, Assistant District Administrator of Engineering, Program Delivery/Design Engineer, Area Engineers, Lab Engineer and Project Engineers. Position receives general administration direction from the Assistant District Administrator of Engineering. The incumbent manages consultant contracts by developing project scopes, negotiation of man-hours and fees, establishing contract time requirements, establishing design criteria, monitoring progress for work quality and quantity, reviewing acceptability of plans and approving or rejecting final acceptance of plans, and approves invoices for payment.

Supplemental Qualifications:
Four years of professional level engineering experience in a Project Engineer's Office or four years of professional level engineering experience in design, construction, maintenance of roads and/or bridges.
No Civil Service test score is required in order to be considered for this vacancy.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional engineering plus one of the following:

Two years of licensed engineering experience; or

Six years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience.

Advanced degrees will substitute for a maximum of two years of professional engineering experience.

There is no substitution for licensed engineering experience.

NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

JOB DISTINCTIONS:

Differs from Engineer 5 by the presence of designation as a Dual Career Ladder job.
Differs from Engineer 6 by the absence of responsibility for direct supervision over professional engineers.

Examples of Work
Job Duties & Responsibilities:
55% Directs all phases of roadway design and plan development. Manages consultant contracts by developing project scopes, negotiation of man-hours and fees, establishing contract time requirements, establishing design criteria, monitoring progress for work quality and quantity, reviewing accountability of plans and approving or rejecting final acceptance of plans, and approves invoices for payment. Performs consultant performance rating to be used for future evaluation in the procurement process. Serves as Project Manager for District pavement preservation projects, reimbursable projects, and emergency projects. Utilizes project tracking tools (Project Systems) to monitor project status and assure timely completion of plans. Prioritizes and schedules office workload to meet established project deadlines and program funding limits. Administers and provides technical guidance for a number of large and important engineering design projects and programs.
15% Provides technical guidance to engineers within District 61 and to local entities preparing roadway construction plans. Provides plan reviews as part of the design quality control process. Reviews DOTD District-prepared design exception requests and makes recommendations to the Road Design Engineer Administrator as to their disposition. Assists the Environmental Section during the NEPA process when preparing alignment and line & grade studies for environmental documents.
10% Communicates with various federal, state, parish and local officials to advise, coordinate and keep them apprised of the status of projects under their jurisdiction. Negotiates special requirements that must be coordinated with those units such as environmental mitigation, construction phasing and other special items to be included in the construction plans.
10% Assists the Assistant District Administrator of Engineering in efforts related to the Road Transfer program. This includes attending preliminary discussion meetings with elected officials and preparing resolutions for adoption, descriptive aerials of limits of the transfers and other related documents. Serves as Project Manager for Safety funded projects let through the District. Coordinates Stage 0 and ensures all design milestone dates are met on time.
5% Represents the Department at public meetings or hearings when needed to inform and answer questions concerning proposed projects.
5% Will be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
