Job Summary

Under the supervision of the City Manager and City Council, the Finance Director is an exempt position that performs responsible accounting, finance, and managerial duties for the entire City operations. This professional position will plan, direct, manage and oversee the financial operation and reporting of all city funds, including budget, audit, cash management, debt management, utility rate structure, and compliance with applicable laws and accounting standards. The position participates in the formulation and implementation of goals, objectives, policies, and priorities of the administration to provide highly responsible and complex administrative support to the City Manager and elected officials.
Essential Functions

  • Enforce and maintain compliance with all Federal, State, and local laws and ordinances.
  • Oversee all financial activities for the City including accounting, budget, grants, debt, investments and financial analysis and planning.
  • Coordinate budget activities and reporting, maintaining budget-to-actual comparisons throughout the fiscal year and making necessary adjustments.
  • Direct and approve accounts payable, payroll processing, and water/sewer utility billing and collection functions.
  • Review payroll records for accuracy.
  • Manage city debt activities including issuance of bonds and lease-purchase transactions, debt payments, refunding options, bond compliance and continuing disclosure requirements.
  • Prepare and remit sales taxes, quarterly payroll reports, bank reconciliations, and year end reports as necessary.
  • Assist with tax abatements and other economic development incentives including the related PILOT payments.
  • Establish and monitor compliance with internal controls.
  • Review and calculate property tax levies.
  • Attend financial seminars, conferences, meetings, and other training for professional development purposes.
  • Attend city council meetings.
  • Prepare and analyze financial reports to satisfy information needs and compliance requirements.
  • Prepare workpapers, schedules, and spreadsheets to close out the fiscal year and provide to independent auditors.
  • Prepare annual comprehensive financial report.
  • SUPERVISORY FUNCTIONS:
    Is responsible for the overall direction, coordination, and evaluation of a department or function. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include supervising direct reports through coaching, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

Minimum Qualifications

CERTIFICATIONS, LICENSES, REGISTRATIONS:
  • CPA certification, preferred.
  • Certified Public Finance Officer, preferred.
  • Valid Driver's License.
REQUIRED EDUCATION and/or EXPERIENCE:
Bachelor's degree or equivalent from college or university; and three to five years related experience and/or training; or equivalent combination of education and experience.
PREFERRED EDUCATION and/or EXPERIENCE:
Master's degree or equivalent from college or university; and six to ten years related experience and/or training; or equivalent combination of education and experience.
