Professional Solutions Delivered, LLC (ProSoDel) is a total solutions provider for government and commercial customers in the areas of Program Management, Logistics, Organizational Change Management, Communications, Training, and Information Technology (IT)Support Services. We are currently seeking a Strategic Planner to join our team of professionals in support of the USMC MCICOM G-5 Directorate.

Essential Duties & Job Functions:
  • Support development of Marine Corps plans, processes, procedures, and policy in support of enterprise-level basing programs and initiatives (i.e., MCICOM Doctrine, Organization, Training, Material, Leadership & Education, Personnel, Facilities, and Policy (DOTMLPF-C) integration, Strategic Basing Program, Joint Basing, BRAC, Force Design, special project capacity analyses, etc.).
  • Assist in detailed planning related to installation matters, future installation concepts, and installation special projects.
  • Develop Planning Orders (PLANORDs), Operations Orders (OPORDs), and Letters of Instruction (LOIs) to implement installation actions and planning guidance.
  • Support Marine Corps responses to Congressional and public inquiries pertaining to basing actions, installation planning, and installation related special projects.
  • Provide conference planning and meeting support. This shall include pre-event planning, on-site coordination, and post-event activities for designated government, and inter-agency conferences, symposia, and workshops.
  • Pre-event planning shall include, but is not limited to, approval packages, site selection and setup, development and distribution of announcements, creation of agenda and support material, and registration.
  • On-site coordination shall include, but is not limited to, attendee check-in, security problem resolution, document control, and administrative and logistics coordination with the host facility.
  • Post-event efforts shall include, but is not limited to, developing, and distributing conference and meeting proceedings and generation of an AAR following each event.
    • Conduct reviews and propose updates to applicable orders, directives and policies governing installation planning.
    • installation issues and programs.
    • Document, track, and communicate G-5 Plans meetings and actions and DC I&L (LF)/COMMCICOM installation guidance and decisions.
    • Manage and optimize Marine Corps G-5 Plans web sites.
    • Develop and refine briefings, documents, and staff packages in support of installation planning and operations.
    • Develop and refine PLANORDs, OPORDs, and Letters of Instruction to implement installation actions and planning guidance.
    • Develop and optimize tools for processing, analyzing, tracking installation planning actions.
    • Provide recommendations for resolving installation planning issues and individual basing actions.
    • Provide technical written tasks supporting MCICOM including, but not limited to, briefings, information papers, decision papers, and official messages in all planning areas.
    • Performs related work as assigned.

    Job Requirements (Education, Experience, Professional Associations)
    • Education: Bachelor's degree required
    • Degree concentration preference is engineering, community planning, or facility management
    • If degree is not in the concentration above, then 10 years of experience as an analyst or program manager at the Service Component Headquarters or DoD Level may be used in exchange for the concentration.
    • Experience:
    • minimum of 10 years of experience in force deployment coordination, or related military operations.
    • Must have familiarization with other Marine Corps, DoD and Service Component working groups and programs to ensure deconfliction and synchronization with MCICOM strategic and operational installation and facility planning and decision-making processes.
    • Knowledge of and experience using MS Office software.
    • Must have strong analytical, organizational, and communication skills
    • Knowledge of DoD and USMC planning directives and tools is preferred.
    • Prior experience working military basing programs preferred.
    • Prior military experience preferred.
    • Project Management Professional certification preferred.
    • Clearance: Ability to obtain and maintain a DoD Secret Clearance; active DoD clearance highly desired
