Director of Business Development & Capture Management

Softtek Government Solutions, is seeking to expand our growth team across our portfolio of customers and capabilities, extend our customer footprint, and drive an increase in revenue and contracts. The goal of these positions is to have a direct impact on the company's growth and business strategy, and a key member of this high-visibility team.

The focus for these positions is to:
  • Bring existing relationships and deep knowledge of customer priorities, strategies, and projects/programs to enable a speed to market;
  • Develop relationships with key decision makers to penetrate depth across the customers;
  • Identify and qualify realistic pipeline targets to expand the portfolio;
  • Solve customer challenges with viable bid solutions.

The ideal candidates will be highly motivated, have a track record and demonstrated experience in developing opportunities, bidding programs, and winning contracts and programs aligned to account plans and customer priorities. Candidates should have a deep understanding of the business development, capture management, and proposal processes - and, experience in supporting the stages/phases from identification through bid.

Role & Responsibilities:
  • Build and maintain comprehensive customer account plans aligned to customer priorities and government initiatives
  • Build, maintain, and perform continuous qualification of a viable pipeline focused on opportunities that marries Softtek Government Solutions capabilities with customer priorities and programs
  • Develop and maintain strong customer and industry relationships (both large and small business, across socio-economic categories) to enable growth across the Softtek Government Solutions portfolio
  • Performs capture management plans and actions to increase probability of win, including conducting competitive analysis, developing teaming strategies, developing and facilitating Black Hat sessions, and researching and documenting program cost/award history
  • Develop effective win strategies for pipeline opportunities, and work with corporate teams to develop solution strategies to shape opportunities
  • Ability to work with operations teams on new and recompete programs
  • Ability to write RFI responses for sources sought and market research, and shape these future opportunities
  • Experience working with existing customer-specific contract vehicles to drive selection for pipeline opportunities
  • Ability to understand and identify customer Strategic Sourcing Programs and Best-In-Class vehicles for use on upcoming/future task orders
  • Ability to shape customer programs to position Softtek Government Solutions as either a prime or sub-contractor
  • Ability to work across corporate pillars (Ops, Recruiting, HR, Contracts) to ensure a team approach
  • Work with corporate leaders to support price-to-win strategies
  • Engagement and involvement in public-private partnerships, including (but not limited to) ACT-IAC, HSDBC, PSC, NCMA, AFCEA, and ADI

Qualifications:

Experience:
  • 10 Years of solid government portfolio experience, to include knowledge of federal acquisition strategies and procurement processes
  • Strong network and relationships within the federal contracting community.
  • Excellent leadership, negotiation, and communication skills.


Markets - Customer Focus:
  • HHS & Healthcare Agencies
  • DHS (CBP, CISA, HQ, USSS, ICE, CIS)
  • Law Enforcement (DOJ, FBI, USMS, ATF)

Education:
  • Bachelor's degree or higher
  • 4 years of military service in lieu of Bachelor's degree
  • 6+ years additional experience in lieu of Bachelor's degree


Clearance:
  • Minimum - Public Trust


Additional Desired Qualifications:
  • Existing, active support of ACT-IAC, HSDBC, and/or PSC (communities of interest and working groups)
  • Knowledge and experience in Program and/or Portfolio Management
  • Understanding of Agile Delivery Models/Methodologies
  • Understanding government initiatives, business models, and trends
