DEFINITION:
Under general supervision, leads, oversees, and participates in the more complex and difficult work of staff responsible for performing inspections of residential, commercial, and industrial properties and transient businesses to determine compliance with applicable federal, state, and local codes, laws, regulations, and ordinances relating to maintenance of properties and structures and business licensing; initiates enforcement action and issues citations and notices; performs other related duties as required.
DISTINGUISHING CHARACTERISTICS:
Senior Code Enforcement Officer
The Senior Code Enforcement Officer is the advanced/lead journey level classification in the Code Enforcement Officer series. Incumbents are expected to independently perform the more complex inspection and code enforcement responsibilities involving codes and regulations in a broad range of areas, including zoning, building, housing, parking citations, vehicle abatement, health, and safety. The work requires independence and discretion in working with the public and in conducting field inspections, and involves a proactive implementation of applicable codes and regulations. Incumbents exercise independent judgment and may act in a lead supervisory capacity, including assisting in employee evaluations. This class is distinguished from the next higher classification of Code Enforcement Supervisor in that the latter performs a full range of supervisory code enforcement duties.

Qualifications
MINIMUM QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)
Senior Code Enforcement Officer
Education:
Equivalent to the completion of the twelfth grade.
Experience:
Two years of experience equivalent to a Code Enforcement Officer II with the City of Indio.
License/Certificate:
Possession of a valid Class C California driver's license.
Possession of, or the ability to obtain, a PC 832 within one year is required.

MEDICAL/DENTAL/VISION INSURANCE: A flex benefit is provided monthly. There are several medical insurance programs, two dental plans and one vision plan from which to choose.
RETIREMENT: City participates in the 2% @ 62 for new PERS miscellaneous members and 2.7 @ 57 for New PERS sworn program. The City also participates in social security. Please contact Human Resources if you are an existing PERS member.
DEFERRED COMPENSATION: Voluntary employee contribution, a choice of two 457 plans.
VACATION LEAVE: Based on length of employment with the City. 0-4 years = .3.08 hours, 4Maximum vacation accumulation shall be three (3) times that employee's annual accrual coinciding with his/her current rate of earning. Upon reaching this ceiling, no more vacation shall accumulate until vacation is taken.
ADMINISTRATIVE LEAVE TIME: Executive Management, Management, Confidential and Unrepresented FLSA exempt employees are entitled to 80 hours of Administrative Leave on an annual basis. Administrative Leave Time shall have no cash remuneration value and no more than sixteen (16) hours may be carried over into the next fiscal year. Administrative Leave Time must be used in a minimum increment of four (4) hours.
HOLIDAYS: City observes thirteen (13) holidays each year.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 60 day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances providing 100% of pay.
LIFE INSURANCE: $50,000 term life. Premiums paid by the City. Additional Supplemental Life plan is available for purchase.
MILEAGE: Employees who are required to use their personal vehicles for City business shall be reimbursed at the Internal Revenue Service (IRS) standard mileage rate.
EDUCATION REIMBURSEMENT: May be reimbursed for actual cost, subject to availability of funds.

Duties
ESSENTIAL FUNCTIONS: (include but are not limited to the following)
- Leads, plans, and participates in the work of staff responsible for performing residential, commercial, and industrial properties, and transient businesses inspections; determines existence and type of code violation; compiles, analyzes, and evaluates findings of investigations and inspections; researches property ownership; coordinates with property owners or their representatives and other regulatory agencies to take corrective action; performs follow-up inspections and investigation as required; ensures compliance with all applicable municipal codes and regulations; issues citations for noncompliance; issues stop work orders and refer them to the proper department if necessary.
- Trains assigned employees in their areas of work including code enforcement methods, procedures, and techniques.
- Verifies the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications; ensures adherence to safe work practices and procedures.
- Assists with developing operating procedures; assists in the selection process of new code enforcement staff as necessary.
- Reviews citation dismissals, time extensions, and administrative appeals.
- Interprets, applies, and explains applicable municipal codes, zoning ordinances, building codes, vehicle codes, state housing, health and safety codes, and other related laws, codes, and regulations to the public, departmental staff, and other agencies; advises property owners on the requirements for compliance; explains processes and procedures for obtaining compliance or appropriate permits, including reinspection on applicable permits and notices until compliance in attained.
- Maintains clear, concise, and comprehensive records and reports related to enforcement activities; maintains daily log of contacts or inspections for code enforcement cases; enters and retrieves information from records systems.
- Photographs violations; gathers evidence and prepares cases for court proceedings; produces photographs and records of violations for evidence; files criminal complaints in court when necessary with supervisor's approval.
- Monitors the City for illegal signs, trash, debris, graffiti, and shopping carts and arranges for their removal; monitors lots for weed abatement and arranges for cleanup.
- Responds to questions and concerns from the public, departmental staff, and other agencies; provides information as appropriate and resolves service issues and complaints; updates and develops essential forms for the public; cooperates with other agencies.
- Prepares a variety of reports and correspondence, including notices of violations and follow-up letters; attends various meetings and training seminars; responds to emergency situations as required.
- Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

- May represent the City in court regarding noncompliance if required.
