Under administrative direction, to assist the Director, Human Resources/Risk Management to plan, organize, coordinate, and evaluate the activities, operations and personnel of the Human Resources/Risk Management Department including labor relations, recruitment and selection, benefits management, performance management, training, staff development, organizational development, classification and compensation, discipline, safety, risk, volunteer management and compliance. Provides highly responsible and complex administrative support to the Director. Manages and supervises a broad range of complex organizational, human resource management operations and participates in all labor relations functions, including contract negotiations, dispute resolutions discipline, grievances, and arbitration; coordinates assigned employee/labor relations, risk management, workers; compensation and safety matters frequently entailing issues of significant potential litigation risk, cost and exposure to adverse public reaction.

Supervision Received/Exercised

Works under the administrative direction of the Director, Human Resources/Risk Management. Serves as Acting Director in their absence. Exercises supervision over subordinate management, supervisory, professional, clerical, and technical personnel.

Examples of Duties

Examples of duties may include, but are not limited to, the following:
  • Assist the Director to plan, supervise, develop, implement, administers, and coordinate the goals, objectives, activities, and operations of the Human Resources/Risk Management Department;
  • Assist the Director to administer and coordinate union-management contracts, labor negotiations, grievances, and arbitration; advises staff regarding provisions of contracts; conducts research on negotiable issues; develops and finalizes contracts; ensures that the provisions of the negotiated contracts are implemented;
  • Manages departmental budget and oversees purchasing function for the department;
  • Directs, coordinates, and reviews the work plan for assigned staff, meets with staff to identify and resolve problems;
  • Administers employee disciplinary policies and procedures and provides assistance to staff on disciplinary issues;
  • Responds to complaints or claims of discrimination and harassment from employees and regulatory agencies;
  • Conducts investigations into allegations of violations of City policy, including improper activities, harassment and discrimination;
  • Plans long and short- term training and development needs and schedules consistent with the City's comprehensive training and development plan; coordinates training;
  • Develops and implements new or revised human resources programs, systems, procedures, and methods of operation including new employee orientation, customer care, employee recognition programs;
  • Researches, collects, compiles, and analyzes data on a variety of specialized human resources topics; identifies alternatives, and makes and justifies recommendations;
  • Oversee the recruitment and selection function, provides policy direction and resolves controversial and sensitive recruitment issues; ensures that exams and interviews are conducted in accordance with Federal and State laws and City policies and procedures;
  • Oversees the City's workers' compensation, safety, liability, and ADA/504 programs;
  • Administers the City's classification and compensation plan;
  • Interprets personnel policies and procedures;
  • Ensures the City's compliance with policies and contracts, as well as Federal, State and local human resources management regulations;
  • Reviews and analyzes reports, legislation, court cases, and related personnel matters;
  • Oversees coordination of department activities with those of other departments and outside agencies and organizations;
  • Establishes, within City policy, appropriate service and staffing levels; allocates resources accordingly;
  • Directs the preparation and maintenance of personnel records and reports, employee handbooks, orientation manuals, and other publications;
  • Participates on a variety of committees and task forces; attends and participates in City Council and professional group meetings;
  • Stays abreast of new trends and innovations in the field of human resources and risk management;
  • Responds to and resolves difficult and sensitive inquiries and complaints; and
  • Performs related duties and responsibilities as assigned.

Qualifications

Education:
  • Bachelor's degree from an accredited college or university with major coursework in human resources management, public administration, or a related field.
  • A Master's degree is preferred.

Experience:
  • Previous experience as a Director, Assistant Director or equivalent senior leadership position is required.
  • Eight years of increasingly responsible human resources management experience in a California municipal agency, including five years of management responsibilities in labor relations and union negotiations experience and three years of management of risk management functions.

Licenses and Certificates:
  • Professional or Senior Professional in Human Resources Certification, and;
  • Possession and maintenance of, or the ability to obtain and maintain, a valid California driver's license at the time of appointment.
Special Requirements:
Essential functions and duties require the following physical abilities and work environment:
  • Ability to work in a standard office environment; ability to travel to different sites and locations;
  • Regularly required to talk or hear. Required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.
