Job Description:
The Secretary of State's Office is seeking a Director for their Business Services Division. This position coordinates, manages, and organizes Division activities and employees to accomplish objectives of the Business Services Division of the Secretary of State's Office in accordance with state and federal laws.

The Business Services Division provides several important functions to the business community. Registrations and other filings are recorded for corporations, limited liability companies, trade names and trademarks, and other business entities. The Division processes filings for Uniform Commercial Code and other security interest records. The Division also regulates notary public commissions and issues apostilles and authentications for documents going overseas as well as maintains the Address Confidentiality Program.

The Division consists of 14 full-time employees and 2-3 temporary employees during peak filing periods.

Examples of Work:
  • Plans, organizes, and directs the work operations managed and activities of Division employees to achieve work objectives and ensure consistent application of policies and standards.
  • Manages Division employees by selecting, orienting, coaching, counseling and disciplining employees. Communicates job expectations and monitors results. Monitors staffing levels, reviews time off requests, and approves monthly timesheets.
  • Tracks system data and reports to ensure timely completion of filings and to review staff productivity.
  • Prepares and proposes options for resolving operational, administrative and management concerns related to Division activities.
  • Communicates with a variety of constituents and audiences. Provides excellent customer service to the public and responds to customer complaints.
  • Determines fiscal, staffing, material, and equipment needs and prepares/submits proposals for these resources. Approves Division invoices and supply requests. Monitors and assists with the preparation of the Division budget.
  • Coordinates with legal counsel regarding legislative changes that impact the Division, rules and regulations, statutory compliance and other legal issues that arise within the Division.
  • Works with IT staff and vendors on several substantial Division IT projects and internal IT systems to ensure smooth and uninterrupted Division operations.
  • Provides substantive input regarding office communications and policies and procedures. Directs the preparation of and reviews new and revised forms, manuals, instructions and program letters.
  • Gives presentations regarding the activities of the Division upon request.


Requirements/Qualifications

Minimum Qualifications: Bachelor's degree in public or business administration, management or other relevant field and three years of experience managing a business process or government program or other relevant experience as well as two years of demonstrated supervisory experience.

Knowledge, skills and abilities:
  • Ability to apply education, skills and experience to obtain knowledge of Division programs, policies, procedures and the federal and state laws related to the Division.
  • Ability to develop and apply policies, procedures, and processes for the Division; assess operational efficiencies; develop work plans; assign and supervise the work of others and provide leadership in achievement of Division objectives.
  • Skill in planning, prioritizing, organizing and allocating work assignments and Division functions. Skill in using logic and reasoning to identify strengths and weaknesses of alternatives; developing and evaluating options and implementing solutions.
  • Knowledge of the principles of supervision and staff development.
  • Ability to maintain a positive working relationship with staff, coworkers, administrators, the business community and the public.
  • Excellent verbal and written communication skills.
  • Familiarity with IT equipment, processes and software applications. Proficient in Microsoft Word, Excel, Outlook, and Power Point.


Salary Range: $85,000-$95,000
