Force Management and Requirements Analyst

The Force Management and Requirements Analyst assists the United States Marine Corps Forces, Central Command (MARCENT) and subordinate commands by serving within the operations directorate task area. The position's primary mission involves advising the COMUSMARCENT in all matters pertaining to current and future operations and organizing, directing, and controlling USMC operations in the USCENTCOM AOR. The operations directorate handles force requirements and coordinates Global Force Management needs with the Service and USCENTCOM, overseeing training, readiness, personnel recovery, and force protection, and ensures all necessary actions are aligned for both current and future operations. The Force Management and Requirements Analyst directly supports services for MARCENT through management of staff and maintenance of compliancy with requirements to ensure the efficient execution of MARCENT OAMS tasks both within the continental United States (CONUS) and outside the continental United States (OCONUS). The Force Management and Requirements Analyst will perform the following duties:
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Provide Force Management Analysis services.
- Support MARCENT in the handling of Global Force Management (GFM) Issues. GFM includes, but is not limited to; record keeping, historical requirement management, requirement review, requirement generation, and requirement analysis.
- Conduct appropriate coordination to identify capabilities, align requirements for Relief in Place/Transfer of Authority (RIP/TOA), and draft guidance for the force.
- Maintain a SharePoint page tracking all requirements and authorities for force deployment.
- Identify the strategic, operational, and tactical level implications and requirements supporting the latest arrival date (LADs).
- Develop detailed Deployment Information Messages (DIM) for all USMC inbound forces NLT 90 days prior to deployment.
- Ensure that all Universal Needs, (deliberate, urgent, joint) are nested with the GFM process for personnel resourcing and management.
- Manage, staff, and track emerging requirements and Universal Needs and make appropriate recommendations to the G3 for validation.
- Develop recommended briefing products for presentation to CENTCOM and Service GFM conferences for approval by the MARCENT G-3.
- Ensure that all GFM related taskers from USCENTCOM and the Service with USMC GFM equity are staffed within MARCENT within the within the prescribed timeline.
EDUCATION
- HS diploma or equivalent required.
EXPERIENCE
- Minimum ten years of military experience.
- Experience in force management, including handling GFM issues, managing requirements, and supporting deployment operations.
- Experience in requirement generation, review, and analysis, with a focus on aligning requirements with operational needs and capabilities.
- Experience in coordinating and drafting deployment information messages, managing deployment timelines, and handling Relief in Place/Transfer of Authority (RIP/TOA) processes.
CORE SKILLS/COMPETENCIES
Required Knowledge, Skills and Abilities
- Have expert knowledge in the impacts to GFM of reserve force employment.
- Strong skills in analyzing and managing force requirements, including identifying strategic, operational, and tactical implications.
- Ability to develop detailed Deployment Information Messages (DIM), briefing products, and other documentation in a clear and concise manner.
- Strong analytical abilities to review and manage emerging requirements, make recommendations, and align requirements with the GFM process.
- Advanced proficiency with groupware applications (SharePoint, MS Teams) and the Microsoft Office suite (Word, Power Point, Excel, etc.), particularly maintaining and managing SharePoint pages for tracking requirements and authorities.
- Strong written and verbal communication skills desired.
WORKING CONDITIONS
- Required to sit for extended periods of time and maintain focus.
SPECIAL POSITION NOTATIONS
- Travel is required.
- Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver's license, current automobile insurance, and a driving record that is acceptable to the company's auto insurance provider.
SECURITY CLEARANCE
- A TS/SCI clearance is required for this position.
