Operational Planning Analysis - Levant Planning Analysis Services

The Levant Planning Analysis Services assists the United States Marine Corps Forces, Central Command (MARCENT) and subordinate commands by serving within the plans and policy directorate task area. The position's primary mission involves assisting and advising the COMUSMARCENT in joint-level and service-level planning, deliberate planning, crisis action planning, force deployment planning, and requirements development, validation, and prioritization. The Levant Planning Analysis Services directly supports plans and policy under the MARCENT G-5, including providing Operational Planning Analysis services for the development of support plans in the LEVANT region to ensure the efficient execution of MARCENT OAMS tasks both within the continental United States (CONUS) and outside the continental United States (OCONUS). The Levant Planning Analysis Services will perform the following duties:

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Provide Operational Planning Analysis services for the development of MARCENT support plans in the USCENTCOM AOR with a focus on the LEVANT region.
  • Assist and participate in USCENTCOM conferences, USCENTCOM planning product reviews, prepare responses to USCENTCOM for MARCENT submission, and ensure that all plans reflect the proper deployment and employment of Marine forces.
  • Provide planning expertise on Component supporting plans for Combatant Command OPLANs and CONPLANs.
  • Provide contingency planning expertise for joint, bi-lateral, and multi-lateral plans, attend joint, bi-lateral, multi-lateral and coalition planning conferences/working groups, and provide IPRs on planning efforts to COMUSMARCENT.
  • Develop assessments, briefs, information papers, and standard naval messages in order to assist in the development of strategic, policy, campaign, and posture plans.
  • Provide full understanding and experience in planning, coordinating, and managing conferences and supporting internal MARCENT working groups.
  • Attend CENTCOM Battle Rhythm events (e.g. Joint Planning Group, Joint Planning Board, Modeling and Simulation Working Group, etc.), and provide contingency planning support for emergent planning efforts as required.

EDUCATION
  • HS diploma or equivalent required.

EXPERIENCE
  • Minimum ten years of military experience.
  • Extensive experience in joint-level and service-level operational planning, including deliberate planning, crisis action planning, and force deployment planning.
  • Experience in developing and supporting contingency plans for joint, bi-lateral, and multi-lateral operations, including participation in relevant planning conferences and working groups.
  • Background in reviewing and preparing responses to Combatant Command (COCOM) planning products, ensuring alignment with strategic objectives and proper deployment of Marine forces.
  • Skilled in developing assessments, briefs, information papers, and standard naval messages to support strategic, policy, campaign, and posture planning.

CORE SKILLS/COMPETENCIES

Required Knowledge, Skills and Abilities
  • Knowledge in the execution of operations specifically within the LEVANT region, including understanding regional dynamics and strategic objectives.
  • Advanced proficiency in joint and service-level planning processes, including OPLANs and CONPLANs.
  • Strong capability in supporting and developing contingency plans for various operational contexts, including bi-lateral and multi-lateral environments.
  • Advanced proficiency with groupware applications (SharePoint, MS Teams) and the Microsoft Office suite (Word, Power Point, Excel, etc.) desired.
  • Strong written and verbal communication skills desired.

WORKING CONDITIONS
  • Required to sit for extended periods of time and maintain focus.

SPECIAL POSITION NOTATIONS
  • Travel is required.
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver's license, current automobile insurance, and a driving record that is acceptable to the company's auto insurance provider.

SECURITY CLEARANCE
  • A TS/SCI clearance is required for this position.
