Duties

Summary

The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.

Responsibilities

This position is located in the Human ResourcesInformation Systems Division, Office of Human Resources (OHR), Office of theChief Administrative Officer, United States Capitol Police (USCP). The OHRis responsible for leading, planning, and coordinating the administration of acomprehensive human resources program for the USCP. This position serves as aspecialist in human resources, specializing in information systems andautomated data processes, with technical responsibility for carrying out humanresources information systems activities within the USCP.

Serves as a Human Resources (HR) specialist for Information Systemsadministration for sworn and civilian HR automation programs providingtechnical expertise on system operations, hardware, and a wide variety ofpersonnel applications and programs. Provides technical expertiseand support through the development, implementation, and continuing support ofautomated systems. Serves as the go-to technical authority for processingpersonnel actions, encompassing the determination of action types, datarequirements, and execution processes.

Delivers expert analysis and integration of HRinformation to generate required reports, including customized solutions toaddress unique management information needs. Produces recurring and ad hocreports and statistical information for personnel, payroll, manpower, budget,and accounting purposes. Works independently and with other USCP informationsystems professionals to design, develop, and modify PC-based and networkapplications that effectively integrate systems that are used to support HR activities. Resolvesadvanced technical and process-related issues within automated systems,providing tailored technical assistance and advisory services to HR staff,employees, management, and senior USCP leadership.

Develops methods of measurement to provide accurateassessments of the programs and projects against benchmarks and establishedshort and long-range objectives and strategic plans. Reviewsthe effectiveness of automated HR systems and evaluates their impact inhelping USCP managers control their assets and organizations. Providesexpert advice for application systems design, programming, analysis,modification, procedural changes, and documentation of agency HR businessapplications systems. Plans and coordinates contract administrationactivities for long-term, extensive technical service contracts for HR servicesand administration.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-10 you must have at least 52 weeks of specializedexperience equivalent to the CP-09/GS-11 level that is in or directly relatedto the line of work of the position to be filled. Specialized experienceconsists of: 1) maintaining all aspects of a HR system and reporting; 2)troubleshooting and testing a HR system and providing relevant feedback; 3)developing and interpreting data extracts and reports from an automated HRsystem; 4) gathering information from HRIS users and key stakeholders torecommend improvements; and 5) staying current on industry trends andregulations to ensure systems are continuously optimized to meet businessrequirements.

For the CP-11 you must have at least 52 weeks ofspecialized experience equivalent to the CP-10/GS-12 level that is in ordirectly related to the line of work of the position to be filled. Specializedexperience consists of: 1) overseeing optimal function of a HRIS system andidentifying processes that may need improvement; 2) producing HRIS reports,statistical information, and dashboards to support decision-making andperformance metrics; 3) managing execution of HRIS projects to ensure adherenceto budget, schedule, scope and serving as the lead and liaison between internaland external stakeholders for HRIS design and implementation projects; 4)resolving operating issues and processing bottlenecks and implementing changesthat improve user experience with systems; and 5) creating or updating jobaids, standard operating procedures, and user documentation on updated systemfunctionality.

However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
