As part of the World Bank Group (WBG), the Integrity Vice Presidency (INT) shares in the WBG's overall mission in alleviating poverty and achieving a shared and sustainable prosperity in client countries. INT's fundamental role within the WBG is to help detect, prevent, and deter fraud and corruption in the use of the WBG's financial resources, so that those resources are used effectively to benefit the poor people that they are intended to reach. In contributing to the WBG's overall mission, INT works closely with other stakeholders across the WBG to help detect, prevent, and deter fraud and corruption; help client countries to fight fraud and corruption; and enforce the highest standards of professional integrity and ethical behavior among WBG staff and corporate vendors.
DUTIES AND ACCOUNTABILITIES
The Head of Office- Integrity Vice Presidency provides dedicated support to the Vice President. He/she serves as an honest broker and trusted partner of the VP, providing input and advice on a wide range of topics to support the VP's decision-making process. He/she helps the VP think through and set key priorities and initiatives, communicates these effectively to staff, and sees that they are implemented on time and as envisioned. The Head of Office connects workstreams across the VPU to strengthen collaboration and boost INT's efficiency and effectiveness. He/she provides thought leadership and supports the alignment of INT's work program to World Bank Group objectives.
He/she is responsible for the day-to-day functioning of the office, akin to a Chief of Staff, and oversees the performance and professional development of INT's Core Services and Learning staff , and the VP Front Office personnel including the Special Assistant, administrative staff and consultants. He/she is a full member of, and serves actively on, INT's Management Team, works closely with INT's Director, and with other members of the INT Management Team , and is actively involved in decisions that impact the operations of the unit.
The Head of Office's primary duties and accountabilities include, but are not limited to, the following:
Provide significant inputs into the development and vetting of INT's Strategy Framework, and oversees the ongoing monitoring and tracking of its implementation across all key deliverables and metrics;
Provide substantive quality assurance and alignment of the work products from all INT teams (respecting independence aspects of the Integrity Compliance Office) across the full spectrum of INT work areas, including:
o Investigation reports, both external and internal, o Litigation products such as sanctions submissions and settlements,
o External referrals,
o Memoranda of Understanding,
o Knowledge products prepared by INT,
o All Policy-related matters,
o Ethics and Internal Justice VPU-related issues,
o Board and Audit Committee-related engagements, and o Budget and finance matters;
Lead the identification and implementation of qualitative improvements in both delivery processes and work product contents, based on lessons learned and analysis of the outcomes of quality assurance reviews;
Oversight over INT work program delivery, including overdue investigations, Management Dashboard, etc.;
Oversight, structuring and coordination across VPU of INT deliverables to the President's office, including the President's travel briefs and President's Assignments to the INTVP;
Substantive oversight and quality control on the content, structure, data accuracy and overall quality of key Board and Committee reports (Annual and Semi-Annual as well as technical briefs);
Structuring and coordination of INT's engagement with various key fora (within and outside INT), including with MDCAO, Management Committees (such as the Sanctions Advisory Committee), INT's Management Team, etc.;
Coordination of partnership engagements with key INT partners, including with other oversight functions within the WBG, other MDBs, etc.;
Substantive coordination of key INT internal and external communications (EXC; MDCAO; OVP; other MDBs; and other key partners);
Coordination of Management Team, including agenda-setting; substantive review and assessment of key documents and materials; and coordination to ensure follow up on action items;
Oversight and coordination of the highly sensitive and confidential workflow of the Vice President's Front Office, and supervision of VP Front Office personnel including Special Assistant, administrative staff and consultants;
Oversight and supervision of INT's core services/learning team supporting overall VPU operations, including administrative support, recruitment coordination, onboarding, learning, facilities, contingency planning, etc.;
Advice, oversight and monitoring resolution of a wide range of issues under VP and front office review, including matters involving legal, institutional, financial and administrative considerations, in coordination with others across INT and the WBG as appropriate; and
Actioning any other responsibilities assigned by the VP, either independently or by working in collaboration with other INT or WBG units.
Selection Criteria
Advanced degree in law, international development or a related field, with a minimum 12 years of experience, or equivalent combination of education and experience;
Established reputation for unimpeachable integrity, sound judgment, fairness and discretion in dealing internally and externally;
Demonstrated expertise, knowledge and understanding of institutional priorities;
In-depth knowledge of the WBG's internal and external investigative and sanctions processes and frameworks, and expertise in anti-corruption investigative and litigation strategies, principles and methodologies;
Extensive experience litigating fraud and corruption cases in judicial systems and/or administrative fora; conducting internal investigations; identifying and advising on anti-fraud and corruption preventive measures; and/or formulating and advising on relevant institutional/corporate policies;
Strategic thinker who pays attention to detail but also sees the big picture;
Acts as a sounding board/advisor for colleagues across the organization for problem solving and general idea generation;
Proven ability to effectively plan, direct, organize and administer diverse activities to ensure effective delivery;
Ability to lead and manage teams and create an enabling work environment;
Ability to effectively plan, direct, organize and administer diverse activities to ensure delivery;
Team leader, team player and people motivator;
Significant experience in area of expertise, and sound understanding of business issues and experience with full range of Bank products and services;
Proactively identifies opportunities and solves problems that may impeded the smooth functioning of the office;
Ability to anticipate issues and concerns that may not be apparent to others, and to create plans for preventing or mitigating them;
Ability to approach problems in a pragmatic way come up and making a big complex clear and understandable helps others see a new way of thinking about or approaching the problem or situation by posing unique or difficult questions;
