The Finance Department is seeking dedicated professionals to fill Accountant III vacancies in the Financial Accounting and Reporting Division (FAR). This division provides current, comprehensive, and accurate information about the financial position of the City to both internal and external customers, while maintaining the highest levels of customer service by preparing financial reports and forecasts for very diverse activities within the City such as enterprise funds, community facility districts, federal grants, pooled cash and investments, and internal cost allocations.
The Accountant III performs advanced professional accounting work, which requires the application of generally accepted accounting principles (GAAP) with a focus on financial reporting. These positions are responsible for a diverse range of finance-related duties, to include:
Fixed Assets/Capital Improvement Projects (CIP) section:
This position will focus on preparing the monthly spenddown of CIP Bonds, preparing or reviewing the monthly CIP expenditure report, preparing CIP related schedules for the City's Annual Comprehensive Financial Report (ACFR), reviewing all master data creation for CIP projects, and preparing cash flow projections for Bond sales.
Utilities Accounting Section (Temporary Position):
This position will focus on providing accounting expertise and review transactions as needed, while ensuring integrity of the Customer Care and Billing (CC&B) system.
The temporary position has a possibility of being made regular in a future budget cycle. The temporary position will have benefits but will not earn city retirement credits or participate financially into the city's retirement program. If the successful candidate is a current City employee, all benefits will still be applicable, and the employee will still contribute to their pension. Temporary positions are not covered under civil service rules, and thus employment is considered "at-will" and employees may be separated at any time.
The work schedule and location for these positions are Monday through Friday at the Calvin C. Goode Building, 251 West Washington Street, Phoenix, AZ 85003.
At the discretion of the Department Director, these positions may be eligible for hybrid teleworking options after training is complete and/or an alternate work schedule.
IDEAL CANDIDATE
SALARY
Pay Range: $64,604.80 to $110,510.40 annually.
Hiring Range: $64,604.80 to $100,235.20 annually.

The Accountant III performs advanced professional accounting work, which requires the application of generally accepted accounting principles (GAAP) with a focus on financial reporting. These positions are responsible for a diverse range of finance-related duties, to include:
- Preparing/reviewing/recording accounting transactions.
- Coordinating and preparing annual financial reports.
- Operating under multiple deadlines.
- Providing technical guidance and analysis to management on complex financial matters.
- Analyzing financial data and preparing financial reports, including financial statements for both governmental and enterprise funds.
- Preparing/reviewing/approving various journal entries and payment control documents.
- Performing reconciliations of various general ledger accounts, researching and resolving discrepancies, and recording applicable journal entries.
- Reviewing certain revenues received by the City, recording applicable journal entries, and coordinating with other departments as needed.
- Monitoring legislation and City Council activity for financial impacts that may be reflected in the City's financial statements.

- Research financial/accounting issues and work with diverse stakeholders to identify and implement solutions.
- Demonstrates:

- Strong critical thinking and organization skills.
- Proficiency working with Excel and Word.
SALARY
Pay Range: $64,604.80 to $110,510.40 annually.

MINIMUM QUALIFICATIONS
- Four years of progressively responsible experience as a professional accountant,
- Including some experience training and supervising paraprofessional and professional accounting personnel.
- Bachelor's degree in accounting, business or public administration or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Governmental accounting and/or finance experience.
- Experience:
- Preparing financial statements and/or GAAP accounting experience.
- Analyzing data and preparing financial reports.
- Researching financial/accounting issues and working with diverse stakeholders to implement solutions.
- With SAP or similar Enterprise Resource Planning (ERP) system.
- Preparing, reviewing and approving journal entries, payment control documents, and reconciliation of various general ledger accounts.
