DEFINITION
Come work by the ocean for the beautiful City of Redondo Beach! Join our of the Public Works Department with the opportunity to serve as our next Associate Civil Engineer or Civil Engineer.
Under direction of the City Engineer, this Associate Civil Engineer or Civil Engineer position is responsible for managing, planning, developing, and coordinating a variety of public works projects and performing engineering work related to public and private projects in the areas of design, plan check review, inspection and construction management. The Civil Engineer is also responsible for supervising the work of professional and technical personnel in the Engineering Services Division. The successful candidate may be offered either the or the position depending upon qualifications.

These positions require the ability to satisfactorily perform required duties in the Engineering Services Division of the Public Works Department; learn and apply the principles and practices of effective supervision, training and performance evaluation, budget preparation and administration; read and interpret plans and specifications; perform calculations and cost estimates; prepare reports, agenda items, letters, and memorandums; communicate effectively, both in writing and orally; reason logically and creatively; demonstrate initiative; work independently and on project matrix teams; establish and maintain effective relationships with other City employees, colleagues, public officials, and the public; coordinate with outside agencies and contractors; and to legally operate a motor vehicle in the State of California.
REQUIRED EDUCATION: These positions require graduation from an accredited college or university with a bachelor's degree in civil engineering or other occupationally related field.
REQUIRED WORK EXPERIENCE: Associate Civil Engineer: Two years of full-time professional level civil engineering experience.
Civil Engineer: Four years of progressively responsible engineering experience including one year in a supervisory capacity.

- Performing professional civil engineering duties, including but not limited to the development of, compiling, checking and application of field data used in the layout and construction of streets, roads, curbs, sidewalks, subdivisions, buildings, structures, sewers, storm drains, and other public works projects
- Participating in the design and construction of public works improvements
- Preparing and checking engineering calculations, plans and reports associated with CIP projects and developments including, but not limited to, compliance with State and Regional Water Quality Board regulations and Low Impact Developments (LIDs) and other State/Federal regulations
- Preparing and checking plans, profiles and cross-sections for right of way improvements
- Supervising and training technical services personnel and advising Department managers on appointments, evaluations, and disciplinary actions
- Assisting with Department budget preparation and administration
- Preparing assessment district calculations and reports
- Performing engineering analyses and calculations for determining horizontal and vertical alignments, tentative grade levels, and making curve computations
- Conferring with the public, contractors and developers to provide information and assistance in complying with City engineering practices, rules and requirements
- Preparing and checking subdivision transactions including but not limited to maps, legal descriptions/exhibits for deeds, easements and right-of-way improvements
- Participating in the acquisition of right-of-way and establishment of improvement districts by providing presentations to and conducting interviews with property owners and coordinating right-of-way acquisition activities with the State and County
- Acting as chief of survey party or as resident/project engineer and/or inspector for construction projects as required
CIVIL ENGINEER:
Sample duties include but are not limited to:
- Planning, organizing and directing professional and technical services staff engaged in the design, development, and construction of public works projects and a variety of other civil engineering tasks
- Supervising and participating in the development of research methods, data collection and field investigations, economic and land use studies and the preparation of engineering reports, proposals and recommendations
- Reviewing and directing the development of engineering plans including the establishment of design criteria, specifications and engineering standards
- Preparing and/or checking engineering calculations, plans and reports associated with CIP projects and developments including, but not limited to, compliance with State and Regional Water Quality Board regulation and Low Impact Developments (LIDs) and other State/Federal regulations
- Reviewing and approving parcel and tract maps, subdivision maps, improvement districts, right of way acquisition agreements, street easements and licenses, and engineering plans in accordance with applicable laws, codes, ordinances and City regulations; conducting studies, maintaining records and preparing a variety of reports including reports on the economic feasibility of projects and development activities
- Conducting negotiations for contracts and agreements with other agencies; assisting in the development of division policies and administrative policies and procedures related to engineering activities; managing the land Subdivision Operation; and administering the FEMA flood plain and flood insurance program
- Regulating and supervising public works inspections; supervising and enforcing engineering inspections in accordance with APWA standards and OSHA regulations, managing penalties and deposit releases; and supervising and enforcing City news rack regulations
- Evaluating employee job performance; preparing reports; representing the City at meetings and conferences; assisting in the preparation of legal case work; representing the City as an expert witness during engineering and other liability claims
